Victoria Lake Park Improvements
RECOMMENDATION:
That Expression of Interest E11-007, Consultant Services -Victoria Park Lake Improvements,
be awarded to Stantec Consulting Ltd., Kitchener, Ontario at their estimated fee of
$632,475.46 plus contingencies of $63,247.55. and H.S.T. of $90,443.99, for a total of
$786,167., based on a satisfactory contract being negotiated and an upset fee being
established; and further,
That the Mayor and City Clerk be authorized to execute an agreement satisfactory to the City
Solicitor.
BACKGROUND:
Kitchener's Victoria Park Lake has been an essential component of the city's recreational and
aesthetic green space for over 100 years. The lake was constructed in 1895 on Schneider
Creek, and receives stormwater from a predominantly urban upstream area of roughly 1,400
hectares and includes four tributaries - Henry Sturm Greenway, Detweiler Greenway,
Sandrock Greenway, and Westmount Drain.
stormwater from the upstream creeks slows as it enters Victoria Park Lake, which causes
sedimentation and the associated degradation of water quality. Over the past 30 years, efforts
to control sediment accumulation and improve water quality in the lake included adding an outlet
flood control structure, reinforcing the lake edge using stone and gabion baskets, and dredging
the lake every 12 to 15 years to remove silt. Despite these efforts, sediment accumulation and
poor water quality in the lake have led to outbreaks of avian botulism, odour problems, a
reduced aesthetic appeal, and have restricted the overall enjoyment of the lake and park for
area residents and park visitors, particularly during the summer months. Additionally,
increasingly tighter legislative standards on sediment disposal will add significant costs to any
future dredging activities.
The City has undertaken numerous activities and studies to address the management of
Victoria Park Lake. Victoria Park and particularly the Lake are culturally and historically

significant. In 2008, the City initiated a Municipal Class Environmental Assessment (EA) study
to explore alternatives to address both sediment accumulation and water quality in the Lake.
The study area included the Lake and its entire upstream drainage area.
The study followed the planning and design process for a Schedule B Class EA. This involved
identifying and assessing alternative solutions to the problem, creating an inventory of impacts,
and selecting a preferred solution. Stakeholders such as the relevant regulatory agencies and
the general public were actively involved in determining the preferred solution.
The Class EA study explored five (5) alternatives for the lake as well as separate alternatives for
the upstream watershed areas (refer to report DTS 09-096 and 2010 Budget Issue Paper #44).
The preferred alternative for the Victoria Park Lake is Alternative 3 -Reconfigure Lake to
improve Function. The main features of this alternative are deepening the Lake and
constructing a sediment forebay at the upstream end of the Park to prevent sediment from
settling in the main portion of Victoria Park Lake. The general configuration of the Lake will be
maintained. The Class EA Study Report was received and approved by Council on June 15,
2009.
As part of the Victoria Park Lake Improvements project, the work plan also includes seven (7)
enhancements from the Victoria Park Strategic Plan. The Plan was prepared with the purpose
to guide the Park's conservation and enhancement by identifying specific tasks or projects that
would be necessary to implement the Foundation Plan's vision of the Park's future. The
Strategic Plan was received and approved by Council on June 23, 2003 (refer to report CSD-03-
094). The seven (7) enhancements to the park which will be undertaken are listed below:
1. Reconstruction of bridge piers and abutments for the heritage bridge
2. Design and construction of a new upper lake bridge and abutments
3. Design and construction of a new lake edge, including replacement of existing
gabions.
4. Investigate and design a revised lake edge and dock/patio replacement at the
boathouse.
5. Removal of existing flag/lighting pole concrete base and related infrastructure.
6. Investigate and recommend foundation and infrastructure details required for the
installation of a fountain at the David Street end of the Lake.
7. Decommission the weir pumping station and by-pass storm sewer in proximity to the
existing pedestrian bridge.
The first phase of the project includes the detailed design of the Victoria Park Lake
improvements, starting in the early spring of 2011. Construction is scheduled to begin in late
2011 with work continuing in 2012. At this time, it is anticipated that the design and construction
of upstream alternatives will be undertaken in 2013.

REPORT:
In accordance with Chapter 170 of the Municipal Code pertaining to the Selection of
Professional Services/Consultants, a Consultant's Review Committee was established
consisting of G. Murphy, Director of Engineering, M. Ryan, Design and Construction Project
Manager Stormwater Utility, N. Gollan, Supervisor, Development Client Services, W. Sleeth,
Landscape Architect, and L. Gordon, Director of Supply Services.
Expressions of interest were advertised publicly in The Record, on the City of Kitchener website
and on the Internet through the Ontario Public Buyers Association Electronic Tendering
Information System relative to this project. Documents were downloaded by fifty-five (55)
interested parties, and by the closing date of February 4, 2011, nine (09) responses had been
received.
The Review Committee met on Monday, February 14, 2011, to review the submissions and a
shortlist of four (4) candidates was selected for further interviews. The Committee met on
Wednesday March 2, 2011 and Thursday March 3, 2011 to interview the shortlisted candidates.
The Review Committee deemed that a tertiary selection process was required in order to move
forward. Additional information was requested from two of the four shortlisted candidates on
Tuesday March 8, 2011, with a response deadline of noon, Thursday March 10, 2011. The
Committee elected to award the project to Stantec Consulting Ltd., Kitchener.

Funding will be provided from Internal Order 207, 52000039 and 56000133

Budget estimate is $1,245,000., which includes consultant's $695,000. total and internal staff
time $550,000.
Project funding includes both Victoria Park Lake and Upstream Watercourse works, as well as
Victoria Park Improvements (2011, 2012 and 2013).
Design, Engineering and Consulting Fees include completed 2008 EA Study (2008) and future
works in lake and upstream watercourse works (2011, 2012 and 2013).
Projected SWM funding:
• 2012 - $2,686,000.
• 2013 - $2,792,000.
• 2014 - $2,836,000.
Additional projected funding from Victoria Park Strategic Plan account:
• 2012 - $270,000.
• 2013 - $270,000.
Tender cost includes all taxes less any applicable rebate.
