OF THE
CORPORATION OF THE CITY OF KITCHENER
(Being a by-law to amend various Chapters of The City of
Kitchener Municipal Code.)
WHEREAS it is deemed expedient to amend various. Chapters of The City of
Kitchener Municipal Code as adopted by By-law 88-100;
NOW THEREFORE the Council of the Corporation of the City of Kitchener
enacts as follows:
1. Section 15.1.1 of Chapter 15 of The City of Kitchener Municipal Code is hereby
amended by deleting "Chief Financial Officer" and substituting "Deputy CAO,
Finance & Corporate Services/City Treasurer" therefor.
2. Section 85.1.1 of Chapter 85 of The City of Kitchener Municipal Code is hereby
amended by deleting "Development and Technical Services Committee" and
substituting "Planning and. Strategic Initiatives Committee" therefor.
3. Section 85.1.3 of Chapter 85 of The City of Kitchener Municipal Code is hereby
amended by deleting "Development and Technical Services Committee, Finance
and Corporate Services Committee or Community Services Committee" and
substituting "Standing Committees of Council" therefor.

Section 85.1.4 of Chapter 85 of The City of Kitchener Municipal Code is hereby
deleted in its entirety.
Section 101.1.1 of Chapter 101 of The City of Kitchener Municipal Code is
hereby deleted in its entirety and the following is substituted therefor:

Section 177.4.3 of Chapter 177 of The City of Kitchener Municipal Code is
hereby amended by deleting "Director of Economic Development" and
substituting "Executive Director, Economic Development" therefor.

7. Section 177.5.1 of Chapter 177 of The City of Kitchener Municipal Code is
hereby amended by deleting "Assistant General Manager of Engineering
Services" and substituting "Director, Engineering Services" therefor.
8. Chapter 177 of The City of Kitchener Municipal Code is hereby amended by
deleting "Development and Technical Services Committee" wherever it occurs
and substituting "Standing Committees of Council" therefor.
9. Section 270.1.2 of Chapter 270 of The City of Kitchener Municipal Code is
hereby deleted in its entirety and the following is substituted therefor:
"270.1.2
"Deputy Chief Administrative Officer" means the person holding the office of
Deputy CAO, Infrastructure Services."
10. Section 270.4.2 of The City of Kitchener Municipal Code is hereby amended by
deleting "Community Services Department" and substituting "Infrastructure
Services Department" therefor.
11. Chapter 315 of The City of Kitchener Municipal Code is hereby amended by
deleting "General Manager of Development and Technical Services" wherever it
occurs and substituting "Deputy CAO, Community Services" therefor.
12. Section 315.8.1 of Chapter 31.5 of The City of Kitchener Municipal Code is
hereby amended by deleting "General Manager of Financial Services" and
substituting "Deputy CAO, Finance & Corporate Services" therefor.
13. Section 430.2.1 of Chapter 430 of The City of Kitchener Municipal Code is
hereby amended by deleting "Manager of Design and Development" and
substituting "Manager, Development Review" therefor.
14. Schedule "A" of Chapter 430 of The City of Kitchener Municipal Code is hereby
amended by deleting "Development and Technical Services Department"
wherever it occurs and substituting "Community Services Department" therefor.
15. Section 500.2.6 of Chapter 500 of The City of Kitchener Municipal Code is
hereby amended by deleting "General Manager of Community Services" and
substituting "Deputy CAO, Infrastructure Services" and by deleting "Manager of
Design and Development" and substituting "Manager, Development Review"
therefor.
16. Section 502.7.5 of Chapter 502 of The City of Kitchener Municipal Code is
hereby amended by deleting "Manager of Design and Development" and
substituting "Manager, Development Review" therefor.

17. Section 542.14 of Chapter 542 of The City of Kitchener Municipal Code is hereby
amended by deleting "General Manager of Development and Technical Services"
and substituting "Deputy CAO, Infrastructure Services" therefor.
18. Chapter 542 of The City of Kitchener Municipal Code is hereby amended by
deleting "General Manager of Community Services" wherever it occurs and
substituting "Deputy CAO, Community Services" therefor.
19. Section 553.2.13 of Chapter 553 of The City of Kitchener Municipal Code is
hereby amended by deleting "Development and Technical Services Department"
and substituting "Community Services Department" therefor.
20. Chapter 572 of The City of Kitchener Municipal Code is hereby amended by
deleting "Finance and Administration Committee" wherever it occurs and
substituting "Finance and Corporate Services Committee" therefor.
21. Section 630.3.1 of Chapter 630 of The City of Kitchener Municipal Code is
hereby amended by deleting "Director of Traffic and Parking" and substituting
"Director, Transportation Planning" therefor.
22. Section 635.1.5 of Chapter 635 of The City of Kitchener Municipal Code is
hereby amended by deleting "General Manager of Public Works" and substituting
"Deputy CAO, Infrastructure Services" therefor.
23. Section 650.4.2 of Chapter 650 of The City of Kitchener Municipal Code is
hereby amended by deleting "General Manager of Community Services" and
substituting "Deputy CAO, Infrastructure Services" therefor.
24. Chapter 660 of The City of Kitchener Municipal Code is hereby amended by
deleting "Assistant General Manager of Engineering Services" wherever it occurs
and substituting "Director, Engineering Services" therefor.
25. Chapter 660 of The City of Kitchener Municipal Code is hereby amended: by
deleting "Manager of Operations" wherever it occurs and substituting "Manager,
Operational Support & Analysis" therefor.
26. Section 683.2.1 of Chapter 683 of The City of Kitchener Municipal Code is
hereby deleted in its entirety and the following is substituted therefor:
"683.2.1
Save for those cases in which school board properties are proposed for
development for non-educational purposes, the Supervisor, Site Development or
Manager, Development Review or in their absence the City's Director, Planning
or the Manager, Long Range & Policy Planning are hereby delegated as being
the appointed officers of the City to exercise City Council's powers or authority

under section 41 of the Planning Act, R.S.O. 1990, c. P.13 to approve plans and
drawings, to impose conditions and to require agreements."
27. Section 687.3.2 of Chapter 687 of The City of Kitchener Municipal Code is
hereby amended by deleting "Community Services Department" and substituting
"Infrastructure Services Department" therefor.
28. Section 690.1.2 of Chapter 690 of The City of Kitchener Municipal Code is
hereby amended by deleting "Community Services" and substituting
"Infrastructure Services" therefor.
29. Chapter 691 of The City of Kitchener Municipal Code is hereby amended by
deleting "Community Services Department" wherever it occurs and substituting
"Infrastructure Services Department" therefor.
30. Section 730.3.2 of Chapter 730 of The City of Kitchener Municipal Code is
hereby amended by deleting "General Manager of Development and Technical
Services" and substituting "Deputy CAO, Community Services" therefor.
31. Chapter 810 of The City of Kitchener Municipal Code is hereby amended by
deleting "Assistant General Manager of Engineering Services" wherever it occurs
and substituting "Director, Engineering Services" therefor.
32. Section 820.2.3 of Chapter 820 of The City of Kitchener Municipal Code is
hereby amended by deleting "Assistant General Manager of Engineering" and
substituting "Director, Engineering Services" therefor.
33. Section 827.1.2 of Chapter 827 of The City of Kitchener Municipal Code is
hereby amended by deleting "Director of Traffic and Parking" and substituting
"Director, Transportation Planning" therefor.
34. Section 827.5.1 (c) of Chapter 827 of The City of Kitchener Municipal Code is
hereby amended by deleting "Community Services Department" and substituting
"Infrastructure Services Department" therefor.
35. Section 827.7.4 of Chapter 827 of The City of Kitchener Municipal Code is
hereby amended by deleting "Assistant General Manager of Engineering
Services" and substituting "Director, Engineering Services" therefor.
36. Section 827.8.1 of Chapter 827 of The City of Kitchener Municipal Code is
hereby amended by deleting "General Manager" and substituting "Director,
Engineering Services" therefor.
37. Section 830.1.1 of Chapter 830 of The City of Kitchener Municipal Code is
hereby amended by deleting "Director of Traffic and Parking" and substituting
"Director, Transportation Planning" therefor.

38. Section 920.1.1 of Chapter 920 of The City of Kitchener Municipal Code is
hereby amended by deleting "Assistant General Manager of Engineering
Services" and substituting "Director, Engineering Services" therefor.
39. Section 930.1.11 of Chapter 930 of The City of Kitchener Municipal Code is
hereby deleted in its entirety and the following is substituted therefor:
"930.1.11
"Director" means the Director, Engineering Services of The Corporation of the
City of Kitchener, or the person duly authorized to act in the Director's stead."
40. Chapter 930 of The City of Kitchener Municipal Code is hereby amended by
deleting "Assistant General Manager" wherever it occurs and substituting
"Director, Engineering Services" therefor.
