REQUEST FOR VARIOUS EVENTS IN THE DOWNTOWN
DURING 2011
RECOMMENDATION:
That the request for the sale of food and/or merchandise on City property during various
events being conducted from April to December 2011, listed on Schedule ‘A’ of
Corporate Services Department Report FCS-11-074 be approved, provided the necessary
licences are obtained, including Health and Fire approval; and
That the request for an exemption from Chapter 450 (Noise) for the events listed on
Schedule ‘B’ of Report FCS-11-074 be granted; and
That the request for permission to sell alcohol on City property for the events listed on
Schedule ‘C’ of Report FCS-11-074 be granted and be declared “Community Festivals”
for the purpose of applying for a liquor licence.
BACKGROUND:
City of Kitchener Council policy requires Council approval prior to a licence being issued to
allow sales to take place on City property. Also, the Alcohol and Gaming Commission of
Ontario requires a Council resolution designating events of Municipal Significance or
Community Festivals prior to issuing a liquor licence.
REPORT:
The Community Services Department has requested permission for various events taking place
from April to December 2011. The schedules attached to this report detail the events and the
purpose for Council’s consideration.
With regards to the events included on Schedule ‘B’ relating to noise exemptions, there are
several events listed as being located in Victoria Park. In the past there have been some
complaints from neighbouring residents with regard to noise issues. Members of Council will
recall that By-law Enforcement staff presented a report to the Community and Infrastructure
Services Committee on March 21, 2011 relating to the process for noise exemption requests in
the Park. It should be understood that the process now in place will not impact any of the
special events taking place in the Park in 2011.
Similar requests have been approved in the past for these events.
