CITY OF KITCHENER
The Arts and Culture Advisory Committee met this date, chaired by Ron Green.
1. WELCOME AND APPROVAL OF MINUTES FROM APRIL 2003
· Correction: Walper is spelled with an"er" at the end.
· Add KOR to agenda; 3o-Ann to provide an update.
With changes noted, the minutes from the March meeting were approved. All were in favour; carried.
2. BUSINESS ARISING
2.1
Downtown Corridors - Robyn
Robyn presented her findings and the group developed a report for Planner, Iennifer Voss.
Belmont Village
"village" atmosphere works well
Only negative feedback received from locals was that the Leather Shop had been broken into - safety
issue.
Other merchants are all happy.
Vincenzo's is an excellent addition to the area - cultural commerce.
When Sher moved to Belmont, the Village had a Zehrs and a hardware store which was very
convenient and a great feature.
Most of the residents are very satisfied with the area.
The addition of crosswalks was a positive addition; safer - but they are not always obeyed.
Further near the medical centres, it was frequently commented that free parking should be available -
the buildings should not have paid parking
Iron Horse Trail - other side of Glasgow - although it's nice and open, many residents do not feel safe,
and often go out in groups. Another comment received was that Kitchener cleans the snow better on
this trail than Waterloo.
Victoria Street North
"Gateway to Downtown" - encouraged to highlight and maximize this
How is the City going to encourage people to come to Victoria Street and redo and reopen the
buildings?
Using it for office space more than for homes - "conversion of the older housing stock to office and
retail use is encouraged" - can this be achieved without using homes?
Is this a work in progress? If the City wants older housing to be used, then why let a lovely red brick
building be refaced (like the Golden Triangle building)?
How is the character of the area going to be maintained with buildings like the huge gym?
Little housing in plan - recommended that this be noted
Pedestrian gateway into corridor?
Lancaster
The idea of featuring the Grand River is excellent, but how is the City going to draw people and
merchants there?
The report doesn't directly come out and say that they are going to get rid of "The Grand", but it is
implied. How is this going to be accomplished?
Where is the funding going to come from to improve all these areas?
One comment was that the Lancaster Hotel is constantly busy on Saturday afternoons because of the
arts offering of 3azz.
A discussion started about artscape (who takes big buildings and rents them out at minimal cost to
draw artists). Recommendation that one such building be offered in each corridor. Also, a
recommendation to get the City planners to attend a conference in Toronto: "Work and Play" - how
can it be done without cost, creative places and spaces (October 17/18)
**Provisions should be made to add bike lanes to the Corridors.

A motion was made by Martin to suggest that a delegation of senior staff/planners/management/Council
attend the Toronto "Work and Play" conference on October 17 and 18, 2003. All were in favour; carried.

NEW BUSINESS
Waterloo Regional Children's Museum Presentation by Rosemary Aicher
Rosemary Aicher attended the meeting to update members on the Museum.
Grant Sub-Committee
· The K-W Art Gallery - approached for $100,000 and reduced this to $33,000.
· $55,000 Sports Grant - review process for sports grants needs clarification
· Recommendations/clarification on process. Tt was understood that the funding in the General
Provision budget was strictly for Arts and Culture use - clarification on this point is needed. Funding
strictly for A&C - Move in this direction based on info
· Committee recommendation - defer decision; ask KWA Gallery to present to committee; invite/agenda
- for next agenda for further clarification
· PT2 - studio tour Grant Request - press release reception - $500

REPORTS
PAWG Report- Virginia
· ATR Reception: May 22 from 4:30-6:30, Reflecting Studio - new ATR Michael Ambedian
· % for Art: as recommended by Frank Pizzuto, a new policy is being developedvia staff, PAWG - for
ACAC to approve
· A&C - staff report on activity: Erina is developing a good news report to Council on the substantial Arts
and Culture accomplishments.
· Quilts - Corporate Communications requested that Public Art funding be to purchase Quilt. ACAC
does not recommend purchase and endorses PAWG recommendation. The Public Art Trust Fund is too
small to deplete with one purchase.
· Market: % for Art Development
The Market was to have a budget for"% for Art" and this was committed to the theme of fountains
prior to committee involvement. PAWG was invited to endorse the theme and did so, pleased to
support community suggestions. (These votes included in past PAWG updates and ACAC minutes)
PAWG was invited to administrate a public competition on the theme of fountains but the budget could
not accommodate the overhead required for a public competition, as indicated by extensive research.
PAWG was forced to decline due to insufficient funds. Most recent development: Community Services
Department invited PAWG (in discussion with ACAC) to return to public process. PAWG to develop
competition overseen by staff.
DAC Report - Denis
· Home for Hazel
· ACAC fundraising for home - No
CDC Report - Sher
· City of Waterloo has facilitated the compilation of inventory of non-city owned facilities.
· WCAC hopes to do a pilot exhibition in Storefront. Erina to investigate.
· Waterloo - Uptown County Festival; May 22 - Diversity & Equity at City Hall; May 20 - Community Arts
