RECOMMENDATION:
That Tender T11-012– Road Reconstruction, Heiman Street (Highland Road East to Mill Street),
410754 Ontario Limited, o/a Sousa Concrete, Branchton, Ontario
be awarded to at their
tendered price of $556,179.20, including provisional items and contingencies of $110,710., plus
H.S.T. of $72,303.30, for a total of $628,482.50; and further,
That the Mayor and City Clerk be authorized to execute an agreement satisfactory to the City
Solicitor.
BACKGROUND:
Engineering Services is proceeding with the reconstruction of Heiman Street from Highland
Road East to Mill Street. Funds for construction have been approved by Council as part of the
2011 budget. The infrastructure has reached the end of its useful life and is in need of
replacement. The road surface of Heiman Street has experienced degradation of the pavement
surface due to the damage caused by age, vehicle loading, and normal freeze / thaw cycles.
The granular road base will be improved to meet modern standards and enhance its ability to
carry the appropriate vehicular traffic. The project involves the replacement of surface works
including road, curb and gutter and sidewalk.
The administration, design and tendering of this project has been completed by in-house staff,
the construction administration and inspection of this project will be completed by in-house staff
as well.
Full funding for this project has been approved by council as part of the 2011 budget process.
The project is scheduled to begin May 2, 2011, weather permitting, and is located within the
Ward 9 boundary.

REPORT:
Tenders were advertised publicly in The Record, the Daily Commercial News, on the City of
Kitchener website and the Internet through the Ontario Public Buyers Electronic Tendering
Information System. Fifteen (15) potential bidders picked up tender documents, and by the
closing date of Thursday March 17, 2011, four (4) tenders had been received.

The tender received from Navacon Construction Inc. included a mathematical error that has
been subsequently corrected.
The tenders were reviewed by S. Allen, Manager, Engineering Design and Approvals, J. Seip,
Design Technologist, who concur with the above recommendation.

Budget estimate is $572,075.
Surplus funds will be returned to the Gas Tax Reserve at completion of project.
