HomeMy WebLinkAboutFCS-11-077 - E11-006 - Consultant Services - Traffic OperationsREPORT TO:Committee of the Whole DATE OF MEETING: 2011-04-18 SUBMITTED BY: Larry Gordon, Director of Supply Services, 2214 PREPARED BY: Larry Gordon, Director of Supply Services WARD(S) INVOLVED: 6 DATE OF REPORT: 2011-04-08 REPORT NO.: FCS-11-077 SUBJECT: E11-006 – Consultant Services – Traffic Operations Analysis (Block Line Road from Homer Watson Boulevard to Westmount Road) RECOMMENDATION: That Expression of Interest E11-006, Consultant Services – Traffic Operations Analysis (Block HDR Line Road from Homer Watson Boulevard to Westmount Road), be awarded to Corporation, Cambridge, Ontario at their estimated fee of $46,387., including disbursements of $1,700., plus H.S.T. of $6,030., for a total of $52,417., based on a satisfactory contract being negotiated and an upset fee being established; and further, That the Mayor and City Clerk be authorized to execute an agreement satisfactory to the City Solicitor. BACKGROUND: The consultant will be required to complete a traffic operational analysis and functional design relating to the capacity of the roadway, reconfiguration and relocation of existing traffic control devices, lane designations, street furniture and bike lanes. The analysis is intended to address the existing and anticipated traffic operational concerns along this section of Block Line Road as a direct result of changes in traffic patterns created from the extension of Block Line Road to Courtland Avenue, as well as anticipated growth within the corridor. It is anticipated that volumes could increase to as much as 16,000 vehicles per day and it is critical that we ensure that the road will function adequately with the change in volumes. This operational review and design is being completed in advance of the construction of Block Line Road between Hanover St and Courtland Avenue in 2012 and the resurfacing of Block Line Road between Homer Watson Boulevard and Westmount Road also scheduled in 2012. The roadway, in its present condition, is approximately 15 metres wide and has two traffic lanes and concrete curb and gutter. The road has two marked on-street bicycle lanes. There are four signalized intersections along Block Line Road within the study area and one intersection that is under all-way stop control. ï ·ª÷ ó ï The study will: Analyze existing and future traffic conditions on Block Line Road from Westmount Road to Homer Watson Boulevard (inclusive of all intersections), based on the Regional growth model, both in 2 lane and 4 lane roadway scenarios using the most recent versions of traffic analysis/modeling/simulation software as deemed acceptable by the City of Kitchener, to determine the appropriate lane configuration. Consider all potential impacts on the “environment” and systematic evaluation of alternatives to arrive at the best engineering design to resolve the issues; In the event that any road widenings are considered, evaluate the impacts that the road widening may have on the location of utility and traffic signal poles, curbs, catch basins and related underground infrastructure; Evaluate the feasibility of providing an off-road bicycle facility within the Block Line Road right-of-way, which would serve as an alternative to physically widening the roadway; Consider localized intersection improvements, such as additional turn lanes and the required storage lengths that may be required in specific locations throughout the study area. Consider pedestrian crossings/refuge islands at critical crossing points, including the existing crossing guard location at Country Hill Drive. Staff do not have the required software and user expertise nor the available time to complete a project of this nature within the anticipated timeframe required to address potential capacity issues related to the extension of Block Line Road. REPORT: In accordance with Chapter 170 of the Municipal Code pertaining to the Selection of Professional Services/Consultants, a Consultant’s Review Committee was established consisting of J. McBride, Director of Transportation Planning, G. McTaggart, Manager, Infrastructure Asset Planning, R. Schirm, Supervisor of Crossing Guards, K. Carmichael, Supervisor of Traffic and Parking, B. Cronkite, Traffic Planning Analyst, and L. Gordon, Director of Supply Services. Expressions of interest were issued to five (5) consulting firms relative to this project, and by the closing date of Friday February 25th, 2011, three (3) responses had been received. The Review Committee met on Monday March 14th, 2011, to review the submissions.
