Seegmiller Limited, Kitchener, Ontario be awarded to at their tendered price of $9,897,321., including provisional items and contingencies of $1,031,825., plus H.S.T. of $1,286,651.73, for a total of $11,183,972.73; and further, That the Mayor and City Clerk be authorized to execute an agreement satisfactory to the City Solicitor. BACKGROUND: The City of Kitchener is responsible for operating and maintaining the road network and infrastructure within its boundaries. Huron Road is a secondary arterial road generally consisting of two lanes with a rural cross section from Fisher Hallman Road to Strasberg Road, carrying traffic between east and western portions of the City of Kitchener. Huron Road is currently in poor condition within this corridor and requires an immediate upgrade to address safety concerns. At this time, there is no sidewalk, streetlights, shoulders and also the road surface is in a deteriorating condition. Further, the storm water issues also need to be addressed as part of this project. The City retained MTE Consultants to complete the detailed design and contract administration of the preferred solution as per Environmental Study Report. In order to support the draft approved subdivision developments and to meet the current standards, and traffic requirements; the City completed the Class Environmental Assessment Study for Huron Road Improvements from Strasburg Road to Fisher Hallman Road in February 2010 and obtained approval from the Ministry of Environment. This project was included in the 2004 & 2009 Development Charges Background Studies and in the 2011 Capital budget process. In accordance with proposed nd construction schedule the construction starts on 2 May 2011 and it is expected that the project will be completed in December 2012. ï ª·÷ ó ï The proposed works include construction of 2.4 km fully urban section with 4 lanes (2 lanes in each direction) including 3m wide multi use trail within the boulevard on both sides of the road, left turn lanes at intersections, street lights, noise walls, creek crossing structure, landscaping within the Boulevard, 2 modern roundabouts providing safe and efficient passage for vehicles and pedestrians, the construction of the storm sewers, watermain and sanitary sewers. REPORT: Tenders were advertised publicly in The Record, the Daily Commercial News, on the City of Kitchener website and the Internet through the Ontario Public Buyers Electronic Tendering Information System. Twenty-eight (28) potential bidders picked up tender documents, and by the closing date of Thursday, April 07, 2011, seven (07) tenders had been received. Woodstock ON $13,636,580.24 $13,702,099.65 The tenders received from Network and Sewer Watermain Ltd., Steed and Evans Limited, Brantford Engineering and Construction Limited, Capital Paving Inc., 410754 Ontario Limited o/a Sousa Concrete and G.R.T. Excavating Ltd. included mathematical errors that have been subsequently corrected. The tenders were reviewed by G. Spere, MTE Consultants Inc., the City’s Consultants for the project, and M. Memon, Design & Construction Engineer, who concur with the above recommendation. ï ª·÷ ó î ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: Theme: Financial Management Strategic Direction: Ensure responsible use of public funds within a supportive policy framework. The City of Kitchener’s purchasing policies and practices ensure openness, fairness and transparency in the procurement of goods and services. FINANCIAL IMPLICATIONS: Funding will be provided from Internal Order 232, 52000124,52000411. 52000275 to 278 – Reconstruction of Huron Rd. – Strasburg to Fischer Hallman Financial report is attached. Budget estimate is $10,700,000. In accordance with the Current Capital forecast this project should receive $5,292,000, in 2012. Any surplus funds will be returned to the Development Charge Reserve Fund.
