Monitoring – Halls Lane Reconstruction
RECOMMENDATION:
That Expression of Interest E11-019, Consultant Services – Building Displacement Monitoring -
Monir Precision Monitoring Inc., Mississauga,
Halls Lane Reconstruction, be awarded to
Ontario
at their estimated fee of $50,325. including contingency fee of $4,575., plus H.S.T. of
$6,542.25, for a total of $56,867.25, based on a satisfactory contract being negotiated and an
upset fee being established; and further,
That the Mayor and City Clerk be authorized to execute an agreement satisfactory to the City
Solicitor.
BACKGROUND:
The Halls Lane reconstruction project has been initiated to address the infrastructure issues
which currently exist. The infrastructure along Halls Lane has generally reached the end of its
useful life and requires full replacement. The project scope includes the reconstruction of all
underground services (sanitary sewer, storm sewer and watermain) as well as sanitary and
water service connections to the property line. The asphalt roadway will also be reconstructed.
Many of the existing buildings along Halls Lane are situated on the property line and date back
to the late 1800’s. In order to assess the effectiveness of the Contractor’s building support
method and to reduce the risk of building damage, the City wishes to monitor the displacement
of building structures generated by working in proximity to foundations. The scope of these
services includes movement monitoring of building structures during construction and reporting.
Due to the specialized nature of the assignments, this tender and the vibration monitoring
tender (E11-018) were requested separately to increase the number of potential bidders.
Construction from Gaukel Street to Benton Street is expected to occur from April to November
of 2011. Phases 2 (Victoria to Gaukel) and 3 (Benton to Eby) are expected to occur in 2012
and 2013 respectively.

REPORT:
In accordance with Chapter 170 of the Municipal Code pertaining to the Selection of
Professional Services/Consultants, a Consultant’s Review Committee was established
consisting of S. Allen, Manager, Engineering Design and Approvals, K. Mick, Design and
Approvals Engineer, J. Stevenson, Engineering Construction Project Manager, and L. Gordon,
Director of Supply Services.
Documents were forwarded to three (3) qualified parties, and by the closing date of Tuesday
March 29, 2011, two (2) responses had been received.
The Review Committee met on Thursday March 31, 2011, to review the submissions. The
Committee elected to award the project to Monir Precision Monitoring Inc., Mississauga,
Ontario.

Budget estimate is $55,000.
Any surplus funds will be returned to Uncommitted (59500194) which are projects funded by
Sanitary Sewer (46%), Waterworks (31%) and Capital out of Current/Storm Water Management
(23%).
