Weber Contracting Limited, Breslau, Ontario East, be awarded to at their tendered price of $1,762,154,00. including provisional items and contingencies of $353,416. plus H.S.T. of $229,080.02, for a total of $1,991,234.02 and further, That the Mayor and City Clerk be authorized to execute an agreement satisfactory to the City Solicitor. BACKGROUND: Engineering Services is proceeding with the reconstruction of Kent Avenue from Schneider Creek to Charles Street East. Funds for construction have been approved by Council as part of the 2011 budget. The infrastructure has reached the end of its useful life and is in need of replacement. Standard features such as curb and gutter and sidewalk are discontinuous; the road surface of Kent Avenue has experienced degradation of the pavement surface due to the damage caused by age, vehicle loading, and normal freeze / thaw cycles. The granular road base will be improved to meet modern standards and enhance its ability to carry the appropriate vehicular traffic. The underground sewers and watermain are original to the street and are in poor condition. The sewers and watermain will be reconstructed to meet current design standards and service expectations. The project involves the replacement of the roadway, curb and gutter and sidewalk and all underground services and surface works including installation of an oil and grit separator to improve storm water quality before stormwater enters Schneider Creek. The administration, design and tendering of this project has been completed by in-house staff, the construction administration and inspection of this project will be completed by in-house staff as well. ï ·¨÷ ó ï Full funding for this project has been approved by council as part of the 2011 budget process. th The project is scheduled to begin May 30, 2011, weather permitting, and is located within the Ward 9 boundary. REPORT: Tenders were advertised publicly in The Record, the Daily Commercial News, on the City of Kitchener website and the Internet through the Ontario Public Buyers Electronic Tendering Information System. Thirteen (13) potential bidders picked up tender documents, and by the closing date of March 31st, 2011, eight (8) tenders had been received. North York ON $3,276,753.75 The tenders received from Network Site Services Ltd., Sierra Construction (Woodstock) Ltd. and Elgin Construction included mathematical errors that have been subsequently corrected. The tenders were reviewed by S. Allen, Manager, Engineering Design and Approvals and J. Seip, Design Technologist, who concur with the above recommendation. The City of Kitchener’s purchasing policies and practices ensure openness, fairness and transparency in the procurement of goods and services. FINANCIAL IMPLICATIONS: Funding will be provided from cost centre Internal Order 23920 and 5200083, 52000432 to 435 – Reconstruction of Kent Ave – Charles to Schneider Creek $1,594,780. ï ·¨÷ ó î Financial report is attached. Budget estimate is $1,594,780. Any surplus funds will be returned to Uncommitted (59500194) which are projects funded by Sanitary Sewer (46%), Waterworks (31%) and Capital out of Current/Storm Water Management (23%).
