3.0Overview of New City of Kitchener Official Plan: Sarah Longstaff, Tina Malone-Wright,
Brandon Sloan (Planning Department Staff)
Guides management of physical development, land uses, and environmental protection (20

year plan)
Aims to balance social, economic and environmental interests
?
Municipalities required to bring their Official Plans into conformity with new provincial
?
legislation/policies regarding community plan/design(including sustainability principles,
transit supportive development, intensification of downtown, good urban design, and
complete communities)
Plan must also conform to the Region’s new Official Plan.

Primary audience: city planners, departments/agencies, development industry

Guiding principles pertaining to Arts and Culture:

Support/encourage culture and diversity

Support/ensure an aesthetically pleasing community

4.0New City of Kitchener Official Plan: All
Group discussed approval process of plan—Region has ultimate approval

Planning staff is aware of CulturePlan II document; challenge: integrate its principles into

the Official Plan, which is a land use document
Suggestion: ACAC could send its priorities/key recommendations to Planning for inclusion in
?
plan
Official Plan timeline: Draft complete spring 2011, two more opportunities for input
?
ACAC should provide input in order to further its priorities

ACTION: Planning staff to provide information on directions regarding Arts and Culture as specified
in the Region’s new plan
ACTION: ACAC subgroup working on ‘Role of City in Arts and Culture’ to:
Examine Official Plan,
o
Compare it to directions specified in Regional Plan,
o
Comment on items to include from Arts and Culture context
o
5.0Formalize ACAC Work Plan
ACAC’s role is to make recommendations. Has no budget, nor responsibility to do

programming.
Subgroup membership can change over time; non-ACAC members could participate

Subgroups to set their own schedule of meetings (role of each subgroup’s ‘lead’)

Subgroup take turns reporting to committee of the whole

ACTION: “Role” subgroup to begin work immediately and report to ACAC in April in order to
provide timely input on Official Plan by end of May.
ACAC’s meetings (still monthly, for the time being) to take place in Conestoga Room, ground

floor, Kitchener City Hall, to provide more space should subgroups wish to break out at
meetings
Work plan item: “Orientation for new Council”

Overall objective: build relationships; promote arts and culture.

Two ACAC members to approach one Councillor for an informal meeting.
o
Objective for first meeting: find out Councillor’s priorities.
o
Opportunity to educate: a few “talking points” could assist ACAC members.
o
Consider opportunities and strategies to align ACAC priorities with each Councillor’s

priorities.
6 months later, meet Councillor again, sharing ACAC’s actions, and demonstrating
o
where we fit into the Councillor’s priorities.
ACAC members interested in initiative to team up and meet with Councillors: Don

Bourgeois, Jamie Grant, Cheryl Ewing, Allan Hoch, Laura Lee Dam, Ann Marie
Hadcock, Catherine Mombourquette.
ACTION: Ingrid Pregel to develop talking points for ACAC to use.
6.0Sustainability Fund: Ingrid Pregel
Outcome: Council approved $220,000 for 2011sustainability funding, and made
?
recommendation about funding source. No long-term commitment provided. Complicating
factors in the decision: Storm water management fee issue, new Council not yet familiar
with history, context and process of sustainability funding.
Allocation process: Council approves allocation of sustainability funding. Could base
?
allocation process of Tier Two community grants model.

ACAC discussed Creative Enterprise Enabling Organization (CEEO): Jamie Grant and Cheryl
?
Ewing on the board, Don Bourgeois also involved. CEEO needs a sustained financial
commitment in order to succeed.
ACTION: Don Bourgeois to invite Roger Farwell and new Chief Executive Officer of CEEO to attend
and provide an update at an upcoming ACAC meeting.

ACAC saw a demo on this tool to facilitate information sharing and collaboration

ACTION: Cheryl Ewing to investigate setting up separate sub-sections in Basecamp for each
subgroup.
8.0Public Art Working Group Report: Ann Marie Hadcock
PAWG considering Official Plan in terms of the Public Art component

The 2011 Youth Video competition will be international in scope

The Bullas Sculptures have been unveiled in their new location: Centre in the Square
?
Charles and Benton parking garage to be completed in June. Public art installation is called
?
“Pedestrian”
Sean Puckett’s Artist in Residence project, “Portrait of Kitchener” continues
?
Public art projects now in the jury phase: Consolidated Maintenance Facility and City Centre
?
9.0Downtown Advisory Committee (DAC) Report: Aaron MacFarlane

10.0Council Report: Councillor Etherington
Council requested a detailed business plan from the Enabling Organization
?
Council would like a councilor to sit on the Enabling Organization’s board
?
Council approved roughly $50,000 in support for administration of the Enabling Organization
?

Don Bourgeois: Mark Garner, Director, Kitchener Downtown Business Improvement Area has
?
been receiving numerous requests for meetings from Arts and Culture organizations. He
would like to find a way to coordinate.
Jamie Grant: KW Art Gallery has announced its new director: Shirley Madill, starting in May.
?
ACTION: Staff to invite Shirley Madill to an upcoming ACAC meeting to introduce herself, and
meet ACAC members
Cheryl Ewing: Peggy Baker is coming to Registry Theatre for a ‘pay what you please for
?
enjoyment received’ intimate dance performance on Saturday, March 26.
Don Bourgeois: Registry Theatre gallery space hosting exhibition of Box10 artists from April
?
1-May 15.
Helena Ball: Homer Watson House and Gallery now hosting a juried exhibition by work of
?
Waterloo Potters Workshop. Opening reception on Sunday, March 20.
Ann Marie Hadcock: currently exhibiting at Harbourfront in Toronto. Ann has been in touch
?
with a group of independent artists who see the benefit of collaboration to better represent
the needs of artists in our community.
