While “listing” requires the owner to provide Council with 60 days notice of an intent to demolish, it does not afford a measure of protection against alterations (not associated with a Planning Act application). City staff have recently corresponded and met with the owner of 137-147 King Street East regarding an application made under the City’s Downtown Financial Incentives Façade Improvement Grant Program. Heritage Planning staff noted that the scope of work proposed to be undertaken could impact attributes of cultural heritage value. Staff met with the owner and his representative as recently as last week to review areas of heritage interest, and requested the opportunity to work together through the grant process with a view that the work being undertaken follow good conservation practice. The owner acknowledged the request and it was Staff’s expectation that he would review the information and would continue to communicate with staff before undertaking such work on the building. th On Monday, April 18, staff noticed that a telescopic boom was located on site and that the cornice and dentil block detail at the roofline had been repaired / replaced. A discussion with the work crew on site suggested that other maintenance / repair work was going to be completed. While Staff commends efforts to invest in the repair and maintenance of buildings, work on buildings of heritage value and significance require particular care and consideration. Staff would like to work with the property owner in identifying how to approach the improvements he would like to make to the building. Given recent events, Staff believes there is merit in proceeding to designate the property under the Ontario Heritage Act as a means of formally recognizing its significance in the community, and to ensure that future alterations are undertaken in a manner that respects the cultural heritage value of the property. Staff will be notifying the owner that this matter will be scheduled for discussion and consideration at the Heritage Kitchener meeting of May 3, 2011.
