RECOMMENDATION:
That Demolition Control Application DC11/05/K/MV requesting permission to
demolish one (1) single detached dwelling located at 3247 King Street East, owned by
Pineridge Developments Inc., be approved.

REPORT:
The Community Services Department has received an application requesting the demolition of a
single detached dwelling municipally addressed as 3247 King Street East. The subject property
is designated High Rise Residential in the City’s Official Plan and is zoned Residential Nine (R-
9) with an existing special regulation 169R in the Zoning By-law. The special regulation prohibits
the density of the site from exceeding 100 units per hectare of lot area.

The City’s Official Plan identifies High Rise Residential Districts as areas that will accommodate
a limited range of housing types at a high intensity of use. In these districts the City favours
mixed development projects that integrate residential with office and limited convenience
commercial uses at grade.
There is currently an abandoned single detached dwelling unit on the property. The subject
dwelling is in poor condition and is deteriorating due to vandalism and exposure. The Owner
has indicated to Planning Staff that future development plans are not determined at this time.
The property is zoned for residential and non-residential uses including a multiple dwelling, a
street townhouse dwelling, and an office among other non-residential uses.

Building:

A City Building Inspector examined the interior and exterior of the subject property on April 18
2011. Building staff advise that the building is in poor condition and is deteriorating to the point
where it will soon become a hazard. The Building Division has no objections to the demolition of
this home and note that a demolition permit will be required.

Engineering:
Engineering staff have reviewed the application and advise that the owner is required to make
satisfactory financial arrangements with the Engineering Division for the removal and/or capping
of existing service connections to the subject building. For future development, any redundant
driveways are to be closed with new curb and gutter and boulevard landscaping, all to City of
Kitchener standards, at the owner’s expense and all completed prior to the occupancy of the
building. The owner is required to implement erosion and sediment controls to ensure the
demolition of this property does not adversely affect any neighbouring/adjacent properties.
Planning Analysis:
Staff have taken all internal agency comments (see Appendix B) into consideration and have no
concerns with the proposed demolition. Staff are of the opinion that the proposed demolition will
have minimal impact on the adjacent lands and overall neighbourhood. The proposed
demolition will remove a derelict dwelling that will improve the safety of existing neighbourhood.
The surrounding neighbourhood consists of high-rise, dwellings on large lots. Should the Owner
wish to redevelop the site, it should be done in a way as to remain consistent with the intent of
the High Rise Residential designation in the Official Plan and the R-9 Zoning on the site.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
The proposed demolition is required prior to the redevelopment of the subject site and will align
with the Kitchener Strategic Plan as it ensures the implementation of the community priority
Development with appropriate redevelopment that is consistent with Provincial, Regional and
City planning policies.
FINANCIAL IMPLICATIONS:
No new or additional capital budget requests are expected with this recommendation.
COMMUNITY ENGAGEMENT:
An information letter will be circulated to all property owners within 60 metres of the subject
property in advance of the Community and Infrastructure Services Committee Meeting dealing
with the subject application.
CONCLUSION:
Planning staff is satisfied that the proposed demolition is justified as the Owner intends to
remove a derelict and unsafe building. As such, staff recommends that Demolition Control
Application DC11/05/K/MV, requesting to demolish a single detached dwelling, be approved.
