HomeMy WebLinkAboutCSD-11-065 - Exemption to Chapter 450 Noise - Forest Heights Collegiate InstituteREPORT TO:Community and Infrastructure Services Committee DATE OF MEETING: May 2, 2011 SUBMITTED BY: Shayne Turner, Acting Deputy CAO, Community Services, Ext. 2753 PREPARED BY: Shayne Turner, Director of By-law Enforcement, Ext. 2753 WARD(S) INVOLVED: Ward 7 DATE OF REPORT: April 27, 2011 REPORT NO.: CSD-11-065 SUBJECT: EXEMPTION TO CHAPTER 450 (NOISE) – FOREST HEIGHTS COLLEGIATE INSTITUTE RECOMMENDATION: That an exemption to Chapter 450 (Noise) of the City of Kitchener Municipal Code be granted to Forest Heights Collegiate Institute for an overnight event, to raise funds for mental health awareness, to be held between the hours of 7:00 PM on June 10, 2011 and 7:00 AM on June th 11, 2011, provided that no amplified music is played after 11:00 PM on June 10. BACKGROUND: Students and faculty at Forest Heights Collegiate are planning to hold an overnight event th (campout) on the school’s outdoor track facility during the evening and overnight of June 10 th and 11. The purpose of the event is to raise funds for mental health awareness. They are planning for live music to be played during the evening. In addition, a gas powered generator will be utilized. As such, the group has applied for an exemption to Chapter 450 (Noise). REPORT: The school has been advised that any amplified music must cease by 11 PM and any noise exemption approval would be conditional upon that requirement. A similar type of overnight event was held previously at the school and By-law Enforcement staff are not aware of any complaints arising from that event. ê ó ï The event organizers have agreed to ensure that notification is delivered to the adjacent residential area in advance of the event, providing appropriate contact information. In addition, the school’s main sign at the front of the school will be advising of the event. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: Approval of a noise exemption for this event supports the Community Priorities of Quality of Life and Leadership and Community Engagement, as contained in the City’s Strategic Plan. FINANCIAL IMPLICATIONS: N/A COMMUNITY ENGAGEMENT: The school is ensuring that the adjacent neighbourhood is advised of the event well in advance.
