HomeMy WebLinkAboutFCS-11-093 - Temporary Account Analyst PositionREPORT TO:Finance and Corporate Services Committee DATE OF MEETING: May 2, 2011 SUBMITTED BY: Brenda Johnson, Director of Accounting PREPARED BY: Brenda Johnson, Director of Accounting WARD(S) INVOLVED: n/a DATE OF REPORT: April 19, 2011 REPORT NO.: FCS-11-093 SUBJECT: Temporary Accounting Analyst Position RECOMMENDATION: THAT staff be authorized to retain the services of Safe Living Technologies Inc. to staff the vacant Accounting Analyst position for a twelve-month period, and further THAT the Director of Supply Services be authorized to execute a contract satisfactory to the City Solicitor with Safe Living Technologies Inc. for the purpose of staffing the vacant Accounting Analyst position for a twelve month period. BACKGROUND: The Accounting Division recently posted a 12-month temporary contract to backfill a vacant Accounting Analyst position. This vacancy arose when the incumbent was temporarily transferred to another role. The preferred candidate has an incorporated business entity and has requested that the contract be made directly with the business. The city has supported this approach in the past in other situations where there is no cost difference to the city. REPORT: The temporary Accounting Analyst position was posted to backfill a vacant position during the period of temporary transfer for the incumbent employee. The vacant role is responsible for financial administration of the CLASS system, deposit slip system and remittances, internal charges and recoveries, bank reconciliations, payment audits and other day-to-day accounting functions. The selected candidate prefers to bill the City for services through their company, Safe Living Technologies Inc. The City cannot issue a purchase order for the purchase of services without Council approval, which is why this request is being brought forward to Council. There is no difference in cost to the City associated with proceeding on this basis. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: ì ó ï n/a FINANCIAL IMPLICATIONS: There is no additional cost to the City associated with the business contract. The funds are provided for in budget and the cost of the business contract is the same as the direct staffing cost including the fringe benefit rate (estimated at $75,000 for the twelve month period).
