RECOMMENDATION:
That Tender T11-032 -Lateral Sewer Pipe Bursting, be awarded to McGillivray & Sons
Contractors Limited, St. Agatha, Ontario, at their tendered price of $265,000.00, plus H.S.T.
of $34,450.00, for a total of $299,450.00.
BACKGROUND:
Every year, the City of Kitchener runs a program to improve the sanitary sewer service to local
properties. The list of locations is derived from the Operations Department, in which they have
received numerous complaints about sewer lateral back ups. The sewer lateral is then videoed
by Operations to determine the cause of the back up. Where it is determined that the back up is
caused by a City related issue, such as tree root intrusion or deteriorated existing pipe, the
property is then put on a list for sewer lateral repairs. Engineering determines which type of
sewer lateral rehabilitation will be done based on the type of structural defect, the location and
accessibility of the repair. If the lateral is in fact a trenchless candidate based on the criteria, it
will be put on the trenchless lateral repair list. The City uses the Pipe Bursting trenchless
method to complete these deficient laterals as it is a very cost effective and environmentally
friendly method of rehabilitation.
Through the tendered process we will retain a contractor to complete this trenchless work using
a method called Pipe Bursting. Typically, there is very little excavation/digging required to
complete this work. Two access pits will be opened up, one at the main sewer line in the
roadway and the second at the property line where the existing sanitary lateral is located. If the
problem extends past the property line due to City tree root intrusions, the sanitary sewer lateral
will be replaced to either the house foundation or to the inside sewer cleanout of the house, if
accessible, at no additional charge.
A new continuous sewer service lateral pipe will then be pulled through the old sewer service
and a permanent connection will be made at each end. The intent is to restore the structural
integrity by installing one continuous pipe and eliminating further sewer back ups caused by root
intrusions and structural defects.

The pipe that is recommended and used with the trenchless Pipe Bursting method is a pipe
material called High Density Polyethylene Pipe (HDPE). This pipe is an approved and proven
cost effective pipe that is extremely tough and durable for sewer lateral rehabilitation using the
Pipe Bursting method. This pipe once installed gives the sewer lateral a new life expectancy of
50 plus years.
REPORT:
Tenders were advertised publicly in The Record, on the City of Kitchener website and the
Internet through the Ontario Public Buyers Electronic Tendering Information System. Seven (7)
potential bidders downloaded tender documents, and by the closing date of Thursday April 21,
2011, two (2) tenders had been received.
The following tenders were received:
McGillivray & Sons Contractors Limited St. Agatha ON $ 299,450.00
Verly Construction Group Inc. Mississauga ON $ 753,710.00
The price has increased 7 % from the previous contract.
Tenders were reviewed by R. Trussler, Construction Project Manager, R. Langver, Construction
Inspector, who concur with the above recommendation.
