T11-026 Decommissioning of Parks and Recreation Works
Yard, 82 Chandler Drive
That Tender T11-026 Decommissioning of Parks and Recreation Works Yard, 82 Chandler
Drive, be awarded to Budget Environmental Disposal INC, Hamilton, Ontario at their
tendered price of $249,546.61, including provisional items and contingencies of $12,280.00,
plus H.S.T. of $32,441.05, for a total of $281,987.66; and further,
That the Mayor and City Clerk be authorized to execute an agreement satisfactory to the City
Solicitor.
BACKGROUND:
In March of 2004 the City of Kitchener acknowledged an Intent to Purchase Land request
submitted by the Region of Waterloo for three parcels of City owned land along Chandler Drive.
The land is adjacent to the Region's Transit facilities and the acquisition of the Chandler lands
will accommodate their expansion needs. The total combined acreage of the three parcels is
approximately 6.22 acres and payment will be made on the basis of these parcels. The lands
ultimately conveyed to the Region will be reconfigured through the realignment of Chandler
Drive with the City retaining a portion of the land closest to the Expressway, but compensated
for by the Region.
The Agreement of Purchase and Sale also includes a cost sharing provision for structure
demolition, environmental and soils remediation, to be funded from the Environmental
Remediation Fund.
The proceeds from the land sale will go towards funding the Kitchener Operations Facility.

Tenders were advertised publicly in The Record, the Daily Commercial News, on the City of
Kitchener website and the Internet through the Ontario Public Buyers Electronic Tendering

Information System. Twenty-five (25) potential bidders picked up tender documents, and by the
closing date of Thursday April 21st, 2011, eight (8) tenders had been received.
