3.0Creative Enterprise Enabling Organization (CEEO)
Roger Farwell:
Board has been active for 1.5 years, meeting bi-weekly

Letters patent issued February 2010
?
Seeking and securing investments from Kitchener, Waterloo, Cambridge and Region, Province
?
(Trillium investing over three years), and private sector
Call for applications to fill CEO position was national in scope; netted over 85 applications
?
and demonstrated that ‘things are happening in K-W’
Heather Sinclair hired; possesses the skill set and experience needed
?
Heather’s background: includes brand development, customer service, audience
?
development, revenue development, ticketing, and more with Toronto International Film
Festival (TIFF) for four years. Heather was instrumental in the naming of the new building
and the building of the ‘TIFF Bell Lightbox’ brand.
Heather Sinclair:
Lives in Guelph; has local connections
?
Currently getting a flavour for the Region and its groups, organizations and needs
?
Early focus is on ‘sustainability’ of CEEO, from two angles:

1.Funding:
Investment from municipalities going to operations

CEEO board established investment/partnership policy
o
Goal: be effective working with existing organizations
o
Seeking alternative revenue streams. Goal: match funding with sustainability
o
organizations (private sector)

2.Marketing Goals:
Co-ordinate marketing of existing festivals/organizations (CAFKA, MT Space, Open

Ears)
Explore aligning timeframe for festivals
o
Investigate a ticketing system to provide flexibility for the needs of various clients
o
such as Centre in the Square, Conrad Centre, Registry Theatre, and festival
organizers
Establish a shared database of potential volunteers
o
Other goals:

Explore strategic relationships with Waterloo Regional Tourism Marketing
o
Corporation, Bearskin Airlines, etc.
Develop private sector partnerships/relationships/collaborations
o
Encourage arts and culture ‘content’ as a means of building capacity of the region to

attract and retain knowledge workers
Establish incubation projects for smaller organizations (e.g. new jazz club)

Develop new revenue generation programs with private sector (sponsorships,

technical expertise (ticketing system) and volunteering)
Find on-going stream of revenue to support sustainability

Facilitate the development of live/work, performance, and other multi-use arts
o

4.0Creative Enterprise Enabling Organization: All
June is the target date for completion of CEEO’s work plan

CEEO invited to attend future ACAC meetings to communicate progress and work plan

from one designate from each organization

What is the timeline for the CEEO’s work? Will there be additional personnel hired?

CEEO to work with what’s here. Contract workers may be used on a project basis, in

CEEO board completed a pre-CEO strategic plan. Next task: develop a roadmap for

next three years
What is the timeline/plan for the ticketing initiative?
?
Early days, still. Anticipates 2 or 3 phases
o
Must explore what’s possible, technologically
o
Some entities are purchasing a ticketing system; CEEO would like to assist by
o
informing the purchasing RFP to provide broad benefits across the region
Tasks: First, assess what people want/need concerning ticketing to reveal
o
opportunities to collaborate. Longer term: Investigate a ticketing system customized
to needs. Tourism site might be a collaborator
Challenge: Organizations want to maintain control of their own information
o
Advantage of a shared system: Sharing information allows a view of the overall
o
economic impact of arts in the region. This can be a powerful tool to demonstrate
economic impact of Arts/Culture
Group informed Heather and Roger about issues ACAC subgroups will address to prevent
?
duplication of efforts:
City’s role in arts and culture development
o
Multi-use arts facilities; development of creative clusters

Convergence of arts and technology

Items to Monitor (Youth; new Canadian artists)

ACTION: Staff to share ACAC work Plan with CEEO
Does CEEO have plans to work with individual artists (not just organizations)?
?
Yes, this will be part of work plan, and short-term and long-term strategies to do this
o
effectively will be developed
Different approaches may be required for emerging, mid-career and established
o
individuals and organizations with a variety of constituents
CEEO’s mandate isn’t simply to serve big arts/culture organizations
o
Another role of CEEO may be to attract and retain knowledge workers, so region must
o
appeal to younger entrepreneurs, which will require investment in innovative,
exciting arts
ACAC drew attention to emerging (university) artists and newcomer artists as
?
underrepresented groups with specific needs. Activities are already taking place in support
of newcomer artists (YMCA pilot mentorship program for newcomer artists, and Neruda’s
“BE” project, for example)
CEEO is familiar with Neruda, Multicultural Cinema Club, and recommendations in
o
CulturePlan II; these will all be part of strategy
Will CEEO keep City Council apprized of activities?

Roger was at Waterloo Council yesterday

CEEO will meet with Councils when ready
o
How will CEEO handle perception that it is siphoning away money from other Arts and

Culture organizations?
By demonstrating its value through relevant, demonstrative action

By securing private sector funding
o
By reinvesting in the community
o
By listening and reacting when setting priorities
o
Will always battle that perception
o
Ideas:

CEEO could facilitate web site development or marketing, and create tools and

templates that are easy to use, perhaps based on existing successful examples
Urban fabric in our region needs to change. We need a district. An obvious place to

point to

Measurable results are important to CEEO

Agenda is bold, about achieving more. A bigger scheme
o
Finding undiscovered talent

Reaching municipal planning
o
KW is too humble when it comes to how we present ourselves in the international

arena

5.0‘Role of City in Arts and Culture’ Subgroup Report: Catherine Mombourquette, Laura Lee

Task #1 identified as ensuring Arts and Culture issues have representation in the context of

the City’s Official Plan (OP) while there is still opportunity for us to provide input
Lucille Bish from Region attending the subgroup meeting to ensure alignment with Region’s

Subgroup strove to understand purpose/language of OP

Identified need for further discussion prior to final draft

Some of the language and guiding principles of the plan are not clear. For instance,

“culture and diversity” does this mean arts and culture, or multiculturalism? The term
“creative industries” is a phrase not included in the plan
Will OP have an impact on Arts and Culture? For example, land use policies, will this limit

or encourage arts and culture?
Group wondered who makes decisions regarding what is considered ‘arts and culture’ in the

city. OP seems to omit some smaller things
Recommendations:

Arts experiences and opportunities for everyone—as artists/participants/audience
o
Opportunities throughout the city, although downtown to be focal point
?
“Arts Policy is required for land use planning
?
City values cultural institutions and facilities
o
Existing facilities need to be preserved
?
OP should guide public sector in developing new facilities
?
Land use planning should assist in live/work spaces and the clustering of “arts and

Culture” as part of the creative economy
The sector is also about ‘employment’
?
The sector encourages tourism, festivals, etc and requires an appropriate Art
?
Policy and land use regime to ensure sector can develop and sustain itself
Language should be more directive

Vaughan plan is seen as effective example of an official plan inclusive of arts and

culture.
ACTION: Staff to provide Planning Staff with the subcommittee’s recommendations, along with
recommendations from PAWG on OP.

Overall objective: build relationships; promote arts and culture

Committee reviewed ‘talking points’ drafted by staff for ACAC members’ meetings

ACTION: Staff to make requested changes and redistribute
Observation: some Councillors will be resistant to meet, ACAC members could focus

on their own ward Councillor

Light Rail Transit presentation was topic; committee considered pros and cons

9.0Council Report: Frank Etherington
Council approved the distribution of $220,000 in sustainability funding. $20,000 to CEEO,

$120,000 to TheMuseum, $40,000 to KW Art Gallery, and $40,000 for Symphony
Council approved $12,000 for Neruda Productions under Tier two funding
?
10.0Members’ Updates
Allan: Registry Theatre has an exhibition by Box 10 artists until May 14, 2011; see the

exhibition 1 hour prior to shows
Local Focus Film Festival on this week by KW Multicultural Cinema Club. See

ACAC members discussed taking a recess from committee meetings in August 2011.
