N 5~ ~V~o CT ~\ y AREA ~~o ti~ -" o Q s~ ~T ~A~Tt~ s~, q m rn i ~` i F a ORS BS RO~RE~ ~uRO~ Ro RECOMMENDATION: That Zone Change Application ZC11/001/H/ATP (Huron Road, Activa Holdings Inc.) for the purpose of changing the zoning from Residential Three (R-3), with Holding Provision (17HSR) to Residential Six (R-6), on lands located on Huron Road as shown on the attached Proposed Zoning Map (Map No. 1), in the City of Kitchener, be approved in the form shown in the "Proposed By-law" dated April 27, 2011, attached to Report CSD-11- 055. 2-1 Staff Re vet ~ITCH~I~TE~ CommunrtyServicesDepar~men~ www.kitchenerca REPORT: Planning Comments: The City of Kitchener has received an application to change the zoning on a 0.04 ha parcel of land, shown on Appendix "B", from Residential Three (R-3), with a Holding Provision for Services and Roadworks (17HSR) to Residential Six (R-6). The owner is proposing to consolidate the subject area with the lands located immediately to the north which also have Residential Six (R-6) zoning. Residential Six (R-6) zoning permits a variety of low density residential building types including single-detached, semi-detached and street townhouse units with a maximum permitted building height of three storeys. The consolidation of the subject area with the lands located immediately to the north will allow for appropriate development that will connect to municipal services and will front onto the future road extension of Maitland Street as part of Stage 16 of Plan of Subdivision 30T-01201. The subject lands are designated as Low Rise Residential in the City's Official Plan. The Low Rise Residential designation allows for a full range of housing types to achieve a variety of low density residential uses. The proposed zone change on the subject lands and consolidation with adjacent Residential Six (R-6) zoned lands will allow for comprehensive development that will ensure compatibility with the existing and proposed development in the surrounding area and conform to the Low Rise Residential designation in the Official Plan. Property Owner Comments The zone change application was circulated to all property owners within 120 metres of the subject property. No comments or concerns were received as a result of this circulation. Department/Agency Comments The application was circulated to internal City departments and appropriate commenting agencies and no concerns were identified. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: The proposed zone change is required prior to the development of the subject site and will align with the Kitchener Strategic Plan as it ensures the implementation of the Development community priority with comprehensive development that is consistent with Provincial, Regional and City planning policies. FINANCIAL IMPLICATIONS: No new or additional capital budget requests are expected with this recommendation. COMMUNITY ENGAGEMENT: Preliminary circulation of the zone change application was undertaken on March 9, 2011 to all property owners within 120 metres of the subject lands. A zone change notice sign was also erected on the subject lands. In addition, notice of the public meeting to be held by the Committee of Council dealing with planning matters on May 30, 2011 will be advertised in The Record on May 6, 2011. The consolidation of the subject area with the lands located immediately to the north will allow for appropriate development that will connect to municipal services and will front onto the future road extension of Maitland Street as part of Stage 16 of Plan of Subdivision 30T-01201. Schedule No. 153 of Appendix "A" to By-law Number 85-1 is hereby amended by changing the zoning applicable to the parcel of land specified and illustrated as the Subject Area on Map No. 1, in the City of Kitchener, attached hereto, from Residential Three Zone (R-3), with a Holding Provision for Services and Roadworks (17HSR) to Residential Six Zone (R-6). 2. Schedule No. 153 of Appendix "A" to By-law Number 85-1 is hereby further amended by incorporating additional zone boundaries as shown on Map No. 1 attached hereto.
