HomeMy WebLinkAboutFCS-11-127 - T11-035 - Bridge Rehab - Hayward AvenueREPORT TO:Committee of the Whole DATE OF MEETING: 2011-06-13 SUBMITTED BY: Larry Gordon, Director of Supply Services, 2214 PREPARED BY: Larry Gordon, Director of Supply Services WARD(S) INVOLVED: 3 DATE OF REPORT: 2011-06-03 REPORT NO.: FCS-11-127 SUBJECT: T11-035 – Bridge Rehabilitation – Hayward Avenue Bridge at Schneider Creek RECOMMENDATION: That Tender T11-035, Bridge Rehabilitation – Hayward Avenue Bridge at Schneider Creek, be Finnbilt General Contracting Limited, Stratford, Ontario awarded to at their tendered price of $422,330.00., including provisional items and contingencies of $50,955.00, plus H.S.T. of $54,902.90, for a total of $477,232.90.; and further, That the Mayor and City Clerk be authorized to execute an agreement satisfactory to the City Solicitor. BACKGROUND: Engineering Services is proceeding with the rehabilitation of Hayward Avenue Bridge. This bridge is located on Hayward Avenue, west of Courtland Avenue over Schneider Creek. The Bridge was built in 1960 and is a reinforced concrete deck and precast beam structure. Past inspections of this bridge indicated that the concrete deck of the bridge is deteriorated and requires rehabilitation. In 2008, a detailed evaluation was completed in accordance with provincial regulations. Recommendations were developed for the rehabilitation of the structure, in order to avoid further escalated deterioration and to maintain the bridge in safe operating condition. The project involves the replacement of existing concrete deck, parapet walls, approach slab, bearings, and converting abutments to semi integral to eliminate the need of expansion joint and seals and there by reducing future maintenance cost. The project also includes concrete repairs to abutments, wing walls and addition of new guard rail. In order to complete the bridge in a timely and cost-effective manner, the streets will be closed to all traffic for approximately 8 weeks; appropriate detour will be assigned for this period. ï ª÷ ó ï REPORT: Tenders were advertised publicly in The Record, the Daily Commercial News, on the City of Kitchener website and the Internet through the Ontario Public Buyers Electronic Tendering Information System. Sixteen (16) potential bidders picked up tender documents, and by the closing date of Thursday May 26th, 2011, Six (6) tenders had been received. The tenders were reviewed by S. Davis, AECOM, the City’s Consultants for the project, and S. Shah Design Engineer, who concur with the above recommendation.
