SUBJECT: Amendments to Policy I-125 (Terms of Reference -Safe and
Healthy Community Advisory Committee) and New
Appointments
RECOMMENDATION:
That Aimee Polevoy be appointed to the Safe & Healthy Community Advisory
Committee (Inner City representative) for a term ending November 30, 2012; and,
That Jacinda Cloutier be appointed to the Safe & Healthy Community Advisory
Committee (at large representative) for a term ending November 30, 2012; and
further,
That Council Policy I-125 (Safe & Healthy Community Advisory Committee -
Terms of Reference), be amended, to add a representative of the Waterloo Region
Crime Prevention Council as a permanent member of the Committee.
BACKGROUND:
At the June 2, 2011 meeting of the Safe & Healthy Community Advisory Committee, on motion
by committee members, resolutions were passed that endorsed the appointment of Aimee
Polevoy as Inner City representative and Jacinda Cloutier as acommunity-at-large
representative. At that same meeting, on motion by committee members, it was resolved that
the Waterloo Region Crime Prevention Council be given a permanent seat on the committee,
with the representative to be selected by the Crime Prevention Council.
REPORT:
The Safe and Healthy Community Advisory Committee advises council and staff on policies,
programs and services offered directly by, or in conjunction with, the City of Kitchener -that
relate to the health of the city, with a focus on safety and crime prevention. Specifically, the
committee is to consider and advise on the municipality's role in community safety and crime
prevention initiatives with an emphasis on community partnerships and collaboration.

At the May 5, 2011 meeting, staff explained that there are vacant seats on the committee and
that a few members of the community had expressed interest in being appointed. Committee
members recommended examining the terms of reference -specifically, the composition - to
determine which seats were vacant. Committee members also advised that those members of
the community interested in being appointed complete an application for appointment.
At the June 2, 2011 meeting, the committee composition was discussed. Staff presented two
applications that had been received. Aimee Polevoy submitted an application as an Inner City
representative, and Jacinda Cloutier submitted an application as a community-at-large
representative. On motion, both applications were endorsed by the committee. Staff are now
seeking Council's approval of both applicants.
Also at the June 2, 2011 meeting, committee members requested discussion regarding one of
the action items on the Safe and Healthy Community Advisory Committee Work Plan (2011-
2012): to consider including an official committee appointment for the Crime Prevention Council.
The Crime Prevention Council is an advisory committee to Regional Council and plays an
integral role in mobilizing local stakeholders to foster community safety and well-being. On
motion, it was resolved:
"That Council Policy 1-125 (Safe & Healthy Community Advisory Committee - Terms of
Reference), be amended, to add a representative of the Waterloo Region Crime
Prevention Council as a permanent member of the Committee. "
Accordingly, staff are seeking Council's approval to amend the terms of reference forthe Safe &
Healthy Community Advisory.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
Strategic directions under the community priority, Leadership & Community Engagement,
describe helping citizens to provide input and become more actively engaged in decision-
making (Promote Informed Decisions That Last), as well as supporting citizens in making a
difference in their communities (Cultivating Local Leadership). Appointment to the Safe &
Healthy Community Advisory Committee provides an opportunity for both.
FINANCIAL IMPLICATIONS:
N/A.
COMMUNITY ENGAGEMENT:
The citizen advisory committees are considered essential to the City of Kitchener's approach to
community engagement.
