SUBJECT: Old Mill Sidewalk Delegation Deferral
RECOMMENDATION:
THAT the proposed 200 meter sidewalk on Old Mill Road from Sydenham Street to
Pinnacle Drive be approved as part of the Old Mill Road Forcemain Replacement Project
to provide safe pedestrian passage.
EXECUTIVE SUMMARY:
On January 10, 2011, staff brought forward INS 11-004 Old Mill Road Forcemain Replacement
project for approval. Through the detailed design for the project internal departmental staff met
to evaluate the validity in installing sidewalk from Sydenham Street to Pinnacle Drive. Staff's
recommendation and conclusion was to support both the Pedestrian Charter and the Multi-Use
Pathway Master Plan and Implementation Strategy by including the sidewalk in the project
scope.
BACKGROUND:
The Old Mill Road Forcemain Replacement project scope includes the installation of a new 350
mm diameter forcemain from the Old Mill Pumping Station to the Waste Water Treatment Plant,
new curb and gutter and a 1.8 m curbface sidewalk from Sydenham Street to Pinnacle Drive,
along with all restoration works including resurfacing along Old Mill Road and Doon Valley Drive
as part of the City of Cambridge's forcemain installation. The Old Mill Road Forcemain
Replacement Project was approved by council on January 10, 2011.
Four delegations were brought forth to City of Kitchener council on June 10th to both oppose
and support the installation of the sidewalk from Sydenham Street to Pinnacle Drive. The

request for a variance was made to remove the proposed sidewalk from the project scope. The
decision was deferred so staff could provide more details to the Committee on June 20, 2011.
REPORT:
During the detailed design of the forcemain project it was identified by the residents that there
are significant drainage concerns along Old Mill Road. To address the drainage concerns City
staff evaluated the potential for installation of curb and gutter along Old Mill Road from
Sydenham Street to Pinnacle Drive. Further, when reviewing the detailed design for the curb
and gutter and following best management practises the need for sidewalks was identified. The
sidewalk will be constructed within the road right of way and we do not require any private lands
to facilitate this construction. This supports both the Pedestrian Charter and the Multi-Use
Pathway Master Plan. See Appendix A for proposed sidewalk location.
On the Multi-Use Pathway Master Plan, it is identified that a Type 1 (4 season transportation
trail) be constructed between Schneider Creek and Doon Valley Drive which will form part of the
Trans Canada Trail. There are no open space alternatives available in this section along Old
Mill Road and is identified as a priority connection on the City wide network plan.
The City of Kitchener Pedestrian Charter, which has been endorsed by council, promotes an
environment in which people feel safe and comfortable walking. In efforts to achieve the key
principles of the charter the City of Kitchener is responsible and accountable to:
• Provide a walking environment within the public right of way and in public parks
that encourages people to walk for travel, exercise and recreation
Support and encourage the planning, design and development of a walking
environment in public and private spaces (both exterior and interior) that meets
the travel needs or pedestrians
• Provide and maintain infrastructure that gives pedestrians safe and convenient
passage while walking along and crossing streets
As noted in the field the proposed sidewalk would provide the missing connection to access the
neighbourhood park and the local trail system, which includes the Trans Canada Trail.
Currently the only place for pedestrians to walk along Old Mill Road between Sydenham Street
and Pinnacle Drive is along the narrow carriageway, with no pedestrian facilities, which poses
serious safety concerns.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
The proposed sidewalk is aligned with the City of Kitchener strategic plan; refer to strategic plan
document, community priorities -Development sections 1 & 2.
FINANCIAL IMPLICATIONS:
The cost for installation of the sidewalk and associated fees will be $83,959.00 including HST.
The funds for the sidewalk will be allocated from account # 57500276 Future Sidewalk/Curb and
Gutter Works.

It should be noted that if the sidewalk is postponed to a later date as part of the infil sidewalk
program then the cost would be higher due to crew mobilization costs.
COMMUNITY ENGAGEMENT:
The City of Cambridge along with MTE Consultants Inc. held two Public Information Centre's
(Plc's) on June 23, 2009 and August 20, 2009 respectively, as part of the Class EA process to
present the study findings and obtain comments from the residences on the project and in
efforts to determine the best alignment for the forcemain. The first PIC had 8 residences in
attendance and the second PIC had 17 residences in attendance.
The City of Kitchener along with the City of Cambridge conducted a third PIC to present the
detailed design including the proposed sidewalk and revised alignment of the forcemains. The
PIC was held on January 25, 2011 with 19 residences in attendance. The sidewalk details were
presented at the PIC and it was well received.
CONCLUSION:
Staff recommends that the proposed sidewalk on Old Mill Road from Sydenham Street to
Pinnacle Drive be installed as part of the Old Mill Forcemain Replacement Project to promote
and be aligned with the Pedestrian Charter and Multi-Use Pathway Master Plan.
