EXECUTIVE SUMMARY:
In accordance with the council resolution on April 20, 2010 (attachment #1) staff was asked to obtain
Grand River Conservation Authority approval for the construction of the proposed trails within the Doon
South Community (attachment #2 -Doon South Community Trails -Existing and Approved Trails).
Approval from the GRCA (Permit Number: 471110) was obtained on May 18, 2011 to construct amulti-
usepedestrian trail and the two associated watercourse crossings in Doon Creek wetlands -Tilt Drive to
Homer Watson Boulevard in the City of Kitchener (Attachment #3).
Through this approval process staff was also requested to review alternatives for the trail alignment to the
rear lots of 51 through 123 Pine Valley Drive. Staff, along with the city's environmental consultants,
Ecoplans Ltd. and the Grand River Conservation Authority have reviewed alternative trail alignments and
determined the recommended location. The proposed alignment, shown in attachment #1, serves as the
best location in respect to all environmental issues associated with the Doon South Creek Natural Area
and the associated provincially significant wetlands.
BACKGROUND:
The proposed Community Trails in the Doon South Community were first identified in the Leisure
Facilities Strategy Master Plan, completed in 1990, as an important link in the city wide trail system.
The Doon South Community Plan, approved in 1997, identified the primary community trails throughout
this neighbourhood, including the trails along Doon South Creek. The Environmental Implementation
Reports and the Greenspace Management Plans prepared as a part of this Community Plan identified the
preferred routes for community trails through the neighbourhood and within the context of the proposed
subdivision development and environmental features of the community.
The Doon South, Greenspace Management Plan, Community Trail Network, as detailed in Planning and
Development Reports PD 97113 and PD 97116, were approved by Council on February 11, 1997.
Community Trail alignments within the Doon South Community Plan were further considered and
identified on the individual approved Draft Plans of Subdivision for this neighbourhood and shown in detail
on the approved Grading Control Plans for each subdivision as these came forward for review and
approval. Some of these trails were constructed by the subdivision developer during the development
process, such as the Windrush Park trails, but many of them were not constructed at the time of
development. The Doon South Creek trails are some of the trails in the neighbourhood which remain for
implementation by the City of Kitchener.
Subdivision Application 30T-95018 (Wyldwoods Neighbourhood), as detailed in Planning and
Development Report PD 97/99 approved by Council on January 12, 1998 included the construction of
community trails as proposed in the Doon South, Greenspace Management Plan, Community Trail
Network.
Report No. CSD-10-016 presented to Community Services Committee on April 12, 2010 asked for
direction to proceed with the detailed design and construction of the Doon South Community Trails,
ensuring that such construction meets all Provincial and Federal environmental regulations for trail
construction in and adjacent to provincially significant Wetlands.
Council at its regular meeting held April 19, 2010 passed the resolution to proceed with the detailed
design and construction of community trails as outlined in the Doon South Community Trails "with the
exception that the approval of the section of trail proposed from Doon Mills Road south to Pine Valley
Drive, along the rear of lot Nos. 51 through to 123 fronting Pine Valley Drive, be deferred pending the
review by all approval bodies, including the Grand River Conservation Authority, and through this review
alternatives for this section of trail be looked at as part of the approval process" (Attachment #1).

REPORT:
Infrastructure Services staff worked with environmental consultants and the Grand River Conservation
Authority (GRCA) in addressing the environmental issues associated with the proposed community trails
in the Doon South Creek Natural Area and its associated Provincially Significant Wetlands. GRCA is the
authority responsible for granting approvals for trail construction adjacent to Doon South Creek and all
provincially regulated wetlands. Detailed environmental mitigation plans, construction plans and details
were completed to obtain approval of GRCA priorto receiving a permit fortrail construction.
Approval from the GRCA (Permit Number: 471/10) was obtained on May 18, 2011 to construct amulti-
use pedestrian frail and the two associated watercourse crossings in Doon Creek wetlands -Tilt Drive fo
Horner Watson Boulevard in the Cify of Kitchener (Attachment #3).
Alternatives for trail locations have been reviewed and evaluated by staff, environmental consultants and
the GRCA through the entire process starting at the community plan stage in 1997 up until approvals for
the trail construction on May 18, 2011. Potential trail alignments within the Doon South Community were
first presented to residents at a public meeting in June 2007. Another public meeting held in January
2010 presented a proposed trail alignment which was a result of extensive review and analysis of the
alternative trail alignments with staff, the city's environmental consultant and the GRCA to determine the
best location of a community trail. The completed evaluations and analysis lead to the 2010
recommendation to City Council and the public in April 2010. Following Council direction in April 2010
further analysis was completed by the environmental consultant and the GRCA which re-examined the
alternative locations.
The following five options illustrate the alternative locations which were reviewed and analyzed as
potential trail alignments for the Doon South Community Trails. In reviewing the alternatives the goal of
the Doon South Community Trails is to provide an off-road trail network and link from future trails east of
Doon Mills Drive to the existing Tilt Trail.

Concerns have been raised by property owners and residents adjacent to the natural area through which
the trail is proposed. These include a possible loss of privacy in their rear yards, potential for an increase
in vandalism, graffiti, property damage or loss from criminal activity, concerns regarding disturbance to
wildlife such as deer, coyotes and bird life as well as damage to the views of the natural area from their
homes and gardens. These concerns will be addressed through the detailed design in a variety of ways,
including:
• Installation of a railing on the boardwalk to discourage users from entering the wetland and
residential backyards
• The trail and boardwalk will be set back from the rear lot lines to create a sufficient buffer
• Planting of supplemental native vegetation along the stonedust trail sections will create an
additional buffer zone and screen between the lot lines and trail
• Minimizing disturbance during construction will limit the impact to the wetland vegetation and
wildlife
The goals and overall vision of the Doon South Trail network is to maintain or enhance the ecological
integrity of the wetlands and to develop a complete continuous trail network that links the entire Doon
South Community. Public support for the trails in the Doon South Community has been expressed by
many members of the public during the various public consultations.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
The development of the Doon South Community Trails addresses the Community Priority: Environment &
Development. This strategic direction encourages us to "balance the needs of a growing city with the
need to protect our natural environment," it also addresses the quality of life including the need for
environmentally friendly transportation and passive recreational opportunities.
FINANCIAL IMPLICATIONS:
All proposed community trails in the Doon South Community are to be funded through the Infrastructure
Services Department Capital Budgets as approved by Council. Construction of the trails will be phased
and constructed over a 5-7 year period as capital budget funding is allocated for trail development.
COMMUNITY ENGAGEMENT:
Community Services staff met with neighbourhood residents at two public meetings in 2006 where park
and trail concepts were first introduced and another meeting in 2007 which was focused specifically on
trail development plans.
At another public meeting on January 27, 2010 staff presented specific trail locations and alignments
along Doon South Creek for public comment and review. A plan illustrating all of the existing and
proposed trails in the Doon South Community and the proposed connections to existing trails in
surrounding neighbourhoods was also presented at this meeting. These plans were then posted on the
City web site for public comment.
Attendees of the January 27, 2010 public meeting received a copy of the April 12, 2010 staff report as
well as the schedule for the April 12t" Community Services Committee meeting in which the trail
development was brought forward.
Prior to the construction of the Doon South Community Trails, the adjacent, or affected owners and/ or
occupants, along with interested members of the public will be notified of the construction schedule and
details prior to construction start up. During this time Infrastructure Services staff will work with the

owners/ occupants to answer and explain any process or questions that they may have. This is standard
practice in the design of recreational facilities and trails in residential areas.
CONCLUSION:
The Doon South Community Trails are a key link in the overall community trail system of southern
Kitchener and the proposed trails are supported by the majority of area residents. The construction of
these trails will add considerably to the options for recreational enjoyment and nature appreciation by the
citizens of Kitchener as well as provide active transportation routes for walking and cycling.
