SUBJECT: ON-STREET PARKING REGULATIONS - NORTHMANOR
CRESCENT
RECOMMENDATION;
That on-street parking be prohibited from January 1St to March 31St of each year along the
inside portion (odd numbered houses) of Northmanor Crescent; and further,
That the Uniform Traffic By-law be amended accordingly.
BACKGROUND:
Transportation Planning has received a request from the Operations Division to review the
existing on-street parking regulations on Northmanor Crescent. The request cited concerns
about vehicles parking on both sides of the roadway creating difficulties for proper winter
maintenance, including the execution of roadway salting. Northmanor Crescent is a designated
salt route due to the grades on this roadway. As a result, it has been proposed to implement a
"No Parking Anytime" (January 1 to March 31) regulation along the inside portion (odd
numbered houses) of the roadway.
REPORT:
Currently, on-street parking is permitted on both sides of Northmanor Crescent for a maximum
period of three (3) consecutive hours, as outlined in the City of Kitchener Uniform Traffic By-law
2007-138.
Transportation Planning had sent surveys, dated February 22, 2011, to the affected residents,
proposing to prohibit parking at anytime along the inside portion of Northmanor Crescent. Since
that letter, the City has received feedback from the residents of Northmanor Crescent
expressing opposition to the proposed "No Parking Anytime". The results of the original
proposal are as follows:

As indicated above, of the 38 responding residents, 25 (66%), are in favour of the proposal to
prohibit on-street parking every year from January 1 to March 31 at anytime on the inside portion
(odd numbered houses) of Northmanor Crescent.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
This initiative falls under the Community Priority of Quality of Life. "Work with partners, including
all orders of government, to create a culture of safety in our community." By working with the
neighbourhood, on-street parking concerns have been addressed.
FINANCIAL IMPLICATIONS:
The approximate cost for sign installations for the roadway is $1000 and will be taken from the
existing sign maintenance budget.
COMMUNITY ENGAGEMENT:
Residents along Northmanor Crescent were surveyed in February 2011 and April 2011
regarding the proposed parking changes and their responses have been incorporated into this
report.
