SUBJECT: Arts and Culture Advisory Committee U11ork Plan 2011, 2012
RECOMMENDATION:
That the Arts and Culture Advisory Committee (ACAC) Work Plan 2011-2012, as attached
to Report CSD-11- 070, be approved.
BACKGROUND:
The 2008 Advisory Committee Review required advisory committees to develop and implement
an annual work plan with the assistance of staff. In meetings held January 18, February 15,
March 15 and April 19, ACAC committee members identified work priorities, beginning with a
review of the recommendations for future work provided by the previous ACAC committee.
ACAC works within its mandate approved by Council as Policy 1-65:
Mandate and Scope
The Arts and Culture Advisory Committee (ACAC) fulfills an advisory role, providing advice and
recommendations to Council on arts and culture matters to further the City's strategic directions
(quality of life, downtown vitality, leadership, diversity, community development, environment).
The work includes:
• Advising Council on arts and culture policy issues
• Identification of priorities for community arts and culture development
• Advocacy for information sharing on arts and culture issues throughout the
community
• Facilitation of community dialogue on arts and culture matters
• Support for arts and culture development issues in other city documents, such as
Plan for a Healthy Kitchener, the Official Plan, and various master plans.
REPORT:
The committee added topics to the list of previously recommended priorities and ranking was
determined through a survey exercise. The committee struck sub-committees to deal with the

final list of four subject areas. Other committee business will be handled as it arises. The main
areas of study and discussion are
City of Kitchener role in regional arts and culture development
Contributions to the terms of reference for a feasibility study for amulti-use arts facility
downtown; development of arts clusters
Convergence of Arts and Technology
• Youth Engagement; Audience Development; Cultural Tourism
Related issues are combined in two of the study areas.
After research, study and discussion, ACAC committee members will send information and
recommendations to Council for further consideration.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
Priorities for the work plan were considered through the city's strategic lenses. Further
implementation of Culture Plan II (as noted in the recommendations of the previous ACAC in
report CSD-10-054) contribute to Quality of Life in our community. The Dynamic Downtown
strategic direction benefits from arts and culture vitality in the core through creative businesses,
festivals and other scheduled live performances as well as through public art. ACAC's
volunteers and the work they do are consistent with a high level of community Leadership and
Engagement. Arts and culture programming continues to be based on community access and
participation. The arts and culture sector will continue to grow in our community thanks to our
diverse population (Diversity) which encourages us to share and enjoy a variety of cultural
experiences and perspectives.

COMMUNITY ENGAGEMENT:
During the course of ACAC's research work in 2011 and 2012, the project sub-groups will make
extensive use of community expertise and engagement outside of the committee membership.
This consulting function will ensure the capture of a broad and complete picture of arts and
culture activity in our community related to the work topics. Public reports of the committee's
findings and recommendations will be presented to Council.
