SUBJECT: HURON ROAD -IMPROVEMENTS- CONSULTANT
PURCHASE ORDER EXTENSION
RECOMMENDATION:
THAT the Purchase Order for the MTE Consulting Inc. be extended for the amount of
$169,860.00 plus applicable taxes for the contract administration and inspection services
for Huron Road Improvements from Strasburg Road to Fisher Hallman Road.
BACKGROUND:
Huron Road is currently in poor condition between Fisher Hallman Road to Strasburg Road and
requires an immediate upgrade to address safety concerns. At this time, there is no sidewalk,
streetlights, shoulders and also the road surface is in a deteriorating condition. The City
completed the Class Environmental Assessment and detailed design for this project.
In May 2008, MTE Consultants Inc. was retained by the City to complete a Schedule "C" Class
Environmental Assessment (EA), along with the detail design and contract administration and
inspection services for Huron Road Improvements from Strasburg Road to Fisher Hallman
Road.
On April 18, 2011, council approved the tender to proceed with construction. The contractor
started construction on May 11t", 2011 and the project is expected to be completed in October
2012.
REPORT:
During the detailed design of the Huron Road, there have been changes in the scope of work
due to additional requests from the local area developers and various agencies.

The reason for changes in the scope of work and associated costs are listed below:

services for staging of the construction to reduce the traffic impacts to
additional works school operations and affected residents within this area.
Further, in accordance with GRCA fill permit, the culvert
construction over Strasburg creek can occur only during a
specific timing window. The developers also requested to
construct turn lanes to their properties and other services.
Additional work As part of the land negotiations with School board, the existing $20,000.00
for school school feature is to be relocated within their property; the
feature design of the feature and associated landscaping is part of
this request.
On site The Geotechnical consultant's services will be required to $15,000.00
Materials carry out on site material testing during the construction of the
inspection project.
PSAB and As In accordance with City's new development manual and $7,000.00
built drawings Ministry requirements the consultants has to submit PSAB
(Public SectorAccounting Board) details.
Contingency To address any unforeseen works during and post $15,000.00
construction. This is provisional amount, to only be spent with
City's approval.
Tota I $169, 860.00
FINANCIAL IMPLICATIONS:
The total additional funding of $169,860.00 plus applicable taxes is required to complete the
contract administration and inspection services for this project. The additional work will be cost
shared between City and the local area land developers.
The developer's portion of the contract administration including City's cost is $102,068.98, and
remaining $67,791.02 is solely funded from the Development Charges. This project has no
financial implications to the City's tax levy.
Funding will be provided from Internal Order 232, 52000124, 52000411, 52000275 to 278 -
Reconstruction of Huron Rd. -Strasburg Road to Fischer Hallman Road
CONCLUSION:
Staff recommend that the existing purchase order for MTE Consultants Inc. be increased to
complete the additional scope of work including contract administration and inspection services
for this project.
