BACKGROUND: The existing City of Kitchener traffic calming policy and annual traffic calming budget was adopted by Council in August 2004 (DTS O4-125). The traffic calming policy outlines a number of evaluation criteria that provide a fair and consistent review of streets and communities while defining and prioritizing the individual streets and/or communities that are most in need of traffic calming, from a traffic safety perspective Through budget deliberations, the annual budget for traffic calming has been increased for 2011 from $100,000 to $200,000. This additional funding supports the provision of traffic calming measures for four (4) locations. REPORT: The intent of traffic calming is to reduce vehicle speeds, deter non-residential traffic from the area and reduce the incidence of collisions, thereby increasing safety for all users within the right-of-way. The types of traffic calming chosen depend on the issues being addressed and the function of the road. 15-1 1 Staff Re ort p Krr~.~-~~,i~iER ~nfrastru~ture Servrces Department www.kitthenerta Over the past year we have received a number of new requests, either directly from the public or through the Ward Councillor, to review traffic conditions on a number of streets. This is in addition to the priority listing that had carried over from 2010. These streets were reviewed as per the approved Traffic Calming Policy with respect to speed, volumes, collisions and safety factors. Attached is the current traffic calming priority list for local, minor collector and major collector/secondary arterial roadways (Appendix "A"). 2010 TRAFFIC CALMING REVIEWS INITIATED The following is a summary of traffic calming reviews that were initiated in 2010: Country Hill Drive • Perth Road/Pleasant AvenuelBelmont Avenue Neighbourhood It should be noted that all traffic calming studies, upon completion, are reviewed approximately one (1) year after the implementation of traffic calming measures. These reviews ensure that the measures are addressing the traffic concerns raised and that local residents still support their provision. UNWARRANTED ROADWAYS While Transportation Planning receives numerous requests on a yearly basis for traffic calming, not all roadways that are reviewed warrant consideration for traffic calming. Therefore, in order to concentrate on those roadways that do potentially warrant traffic calming, any streets that have received fewer than 30 points have been currently removed from consideration for the traffic calming priority rating. There are three main categories within the priority rating system for traffic calming warrants; collisions, volumes and speed, each category being worth a maximum of 20 points each. The 30 point cut-off was determined by taking the median of all three of the major categories. While typically this would not indicate a major cause for concern, it does provide for a good base of comparison. This will help to clearly define roadways that do have a significant traffic issue and do warrant consideration for traffic calming at some point in the future. We will continue to monitor speeds, volumes and collisions on both warranted and unwarranted streets on a yearly basis, as any change in traffic conditions could cause a change in priority ranking. Additionally, if a roadway is scheduled for reconstruction, consideration will be given at that time for a review of traffic calming. PROPOSED TRAFFIC CALMING REVIEWS - 2011 Local Roadways There are a total of sixteen (16) roadways that meet the City's eligibility for a traffic calming review. The roadways are at or above the 30 point cut-off criteria for a review as determined by the Traffic Calming Priority Listing. The following locations are recommended for a traffic calming review. 15-2 1 Staff Re ort p Krr~.~-~~,i~iER ~nfrastru~ture Servrces Department www.kitthenerta Siebert Avenue l Woodhaven Drive I HarberAvenue Neighbourhood Transportation Planning recognizes that Siebert Avenue, Woodhaven Drive and Harber Avenue have been impacted as a result of the installation of traffic calming measures on Clark Avenue. Traffic studies have indicated that increased traffic is travelling along Siebert Avenue, Woodhaven Drive and Harber Avenue to avoid the traffic calming measures along Clark Avenue. Siebert Avenue currently ranks 5t" on our list of local roadways, while Woodhaven Road ranks 14t". As a result of the impacts that the Clark Avenue traffic calming measures have had on Siebert Avenue and Woodhaven Road and to demonstrate to local residents the City's dedication to resolve traffic concerns in this area, it is recommended that a traffic calming review be conducted for Siebert Avenue / Woodhaven Drive l HarberAvenue neighbourhood. Refer to Appendix B for a plan of the area proposed for traffic calming. It is noted that Connaught Street and Traynor Avenue (Wilson Avenue to Connaught Street} are currently ranked #1 and #2 on the list of local roadways. It is recommended that these two roadways, along with the immediate neighbourhood, be consolidated into one traffic calming review. This larger scale review is not recommended for 2011 as we consider following up on the impacts of the Clark Avenue traffic calming treatments, and its impacts on the Siebert Avenue 1 Woodhaven Drive l Harber Avenue neighbourhood, to be a higher priority. Additionally, this larger scale review will require further staff time and budget support for possible measures and is not recommended to be executed during the same year as the other larger scale review recommended for 2011 (Siebert Avenue l Woodhaven Road l Harber Avenue neighbourhood}. Guelph Street is currently ranked #3 on the list of local roadways. A portion of this roadway is scheduled for reconstruction in 2014. Accordingly, it is recommended to execute a traffic calming review for this roadway in 2012 or 2013 in order to incorporate any potential measures from that review into the roadway reconstruction design. Minor Collector Roadways There are a total of three (3) roadways that meet the City's eligibility for a traffic calming review. The roadways are at or above the 30 point cut-off criteria for a review determined by the Transportation Planning Section. The following location is recommended for a traffic calming review. Highview Drive Highview Drive is ranked 2nd with 34 points. There is evidence of speeding and a minor collision history. Highview Drive provides direct access to Trussler Road l Ira Needles Boulevard, carrying neighbourhood traffic destined to/from the west. This roadway has been routinely identified by local residents as a roadway of concern related to traffic volumes and speeds. Therefore, it is recommended that a traffic calming review be conducted for Highview Drive. Refer to Appendix C for a plan of the roadway proposed for traffic calming. 15-3 1 Staff Re ort p Krr~.~-~~,i~iER ~nfrastru~ture Servrces Department www.kitthenerta It is noted that Alpine Road is ranked 1 St on the list of minor collector roadways. This location is not recommended for a review at this time due to its function as serving access to area commercial and industrial uses, with limited residential frontage. Staff would prefer to direct traffic calming resources to a review on a residential roadway that will render a more positive impact on a local residential neighbourhood. Major Collector Roadways While there are twelve (12) major collector roadways that meet the City's eligibility for a traffic calming review, no major collector roadways are recommended for a traffic calming review in 2011. While a number of major collector roadways score high point totals on our priority listing, it should be pointed out that major collector roadways are designed and intended to handle larger volumes of traffic. These high point totals are influenced by the higher traffic volumes that these types of roadways carry. Additionally, major collector roadways are main emergency response routes -therefore vertical deflections (speed humps, raised crosswalks, etc) are typically not permitted on these roadways. From this, we are not recommending to eliminate major collector roadways from consideration for traffic calming, but to provide consideration of reviews that will maximize the benefits provided to residential roadways, working within the limitations of our traffic calming policy. POTENTIAL ADDITIONAL TRAFFIC CALMING REVIEWS -2011 With an increased traffic calming budget from $100,000 to $200,000 approved for 2011, there is an expectation to complete additional traffic calming reviews throughout the City. The following outlines additional locations recommended for traffic calming reviews, subject to Council approving the necessary staff resources to complete these reviews. Local Roadways Sydney Street South is ranked 3rd with 40 points. The primary issue related to Sydney Street South is the significant amount of speeding traffic that is avoiding congestion on Ottawa Street South. It is recommended that a traffic calming review be conducted for Sydney Street South to address speeding concerns. Refer to Appendix D for a plan of the roadway proposed for traffic calming. Minor Collector Roadways Williamsburg Road is ranked 3rd with 30 points. Williamsburg Road has regularly generated calls of concern from local residents due to traffic using this roadway as a connection between Ottawa Street and Westmount Road. Concerns have been raised related to traffic volume and speeds. There is evidence of a collision history and moderate speeding. Therefore, it is recommended that a traffic calming review be conducted for Williamsburg Road. Refer to Appendix E for a plan of the roadway proposed for traffic calming. 15-4 1 Staff Re ort p Krr~.~-~~,i~iER ~nfrastru~ture Servrces Department www.kitthenerta STAFF IMPLICATIONS: It has been determined that the completion of one (1) formal traffic calming review requires approximately 0.25 FTE of the Traffic Technologist position. Therefore, increasing the number of reviews executed each year from two (2) to four (4) would require the equivalent of 0.5 FTE. Current workloads for all Transportation Planning staff are at capacity. In order to address the increased requirement for traffic calming reviews, additional staff will have to be provided or other essential work duties will not be addressed in a timely and appropriate fashion. The approval of a Transportation Planning Project Manager will allow for the completion of the two additional traffic calming reviews as well as to undertake other transportation related studies. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: This initiative falls under the Community Priority of Quality of Life. "vvork with partners, including all orders of government, to create a culture of safety in our community." FINANCIAL IMPLICATIONS: Existing Transportation Planning staff is capable of completing two traffic calming reviews within the existing budget. The additional $100,000 approved for two further traffic calming reviews is subject to having the appropriate staff resources. COMMUNITY ENGAGEMENT: Residents/businesses in the neighbourhood are involved with the traffic calming process byway of public meetings.
