RECOMMENDATION:
That Tender, T10-084 Bridge Construction -Walter Bean Trail, be awarded to Gateman-Milloy
Inc., Kitchener, Ontario, at their tendered price of $1,255,700.17, plus H.S.T. of $163,241.02,
for a total of $1,418,941.19.
BACKGROUND:
Since it was first proposed in the 1980's the goal of the Walter Bean Grand River Trail has been
to create a continuous trail along the Grand River through Waterloo Region that is easily
accessed and used by all, that provides a place for recreational activities such as hiking,
bicycling, nature appreciation, fishing and canoeing, and moreover to ensure an educational,
environmental and recreational heritage resource for generations to come.
Construction of the pedestrian bridge crossing represents a critical link in completing
construction of the Walter Bean Grand River Trail and a significant piece in realizing the vision
of a continuous trail system along the Grand River, linking the communities of Kitchener,
Cambridge and Waterloo and also the townships of Waterloo Region.
The pedestrian bridge at Doon Valley Golf Course and connecting Walter Bean Trail represent
the southern trail head for the Walter Bean Trail within Kitchener and a strategic point for public
access to the trail.
PROJECT APPROVALS
Committee resolution CSC\1999-05-10: City Council resolved May 17, 1999 to construct
and subsequently maintain sections of the Walter Bean Trail and trail access points within
Kitchener with construction funded by donations received by the Walter Bean Grand River
Community Trail Foundation;
May 27, 2002 City Council accepted a 1.2 million dollar donation received by the Walter
Bean Grand River Community Trail Foundation for the specific purpose of constructing the
pedestrian bridge river crossing previously identified on the Walter Bean Grand River
Community Trail Master Plan;

CSC-05-070: City Council September 19, 2005 approved the river crossing location
recommended by the completed 2004 Environmental Assessment and 2005 EA Addendum
Reports and directed staff to prepare detailed design for the Walter Bean Trail and
pedestrian bridge crossing of the Grand River for consideration at a future committee
meeting;
CSD-10-020: Following staff's report to Committee, City Council April 19, 2010 approved the
final design for the Walter Bean Trail Pedestrian Bridge over the Grand River and directed
staff to invite tendered bids for construction of the pedestrian bridge and connecting Walter
Bean Trails.
REPORT:
Tenders were advertised publicly in The Record, on the City of Kitchener website and the
Internet through the Ontario Public Buyers Electronic Tendering Information System. Eighty-six
(86) potential bidders downloaded tender documents, and by the closing date of Thursday
February 17, 2011, six (6) tenders had been received.
The following tenders were received:

Cedar Springs Landscape Group Ancaster ON $ 2,031,420.89
Bot Engineering & Construction Ltd. Oakville ON $ 2,069,000.00
Brantford Engineering & Construction Ltd. Brantford ON $ 2,146,085.27
Gentile Contracting Ltd. Woodbridge ON $ 2,366,025.00
The tenders were reviewed by H. Jenkins, RJ Burnside & Associates Ltd. the City's Consultants
for the project, T. O'Brien, Landscape Architect and R. Kruppa, Buyer, who concur with the
above recommendation.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
Theme: Financial Management
Strategic Direction: Ensure responsible use of public funds within a supportive policy
framework.
The City of Kitchener's purchasing policies and practices ensure openness, fairness and
transparency in the procurement of goods and services.
FINANCIAL IMPLICATIONS:
Walter Bean Trail and pedestrian bridge construction is funded by private donations originally
made to the Walter Bean Grand River Community Trail Foundation and more recently disbursed
by the Grand River Conservation Foundation. Funds for construction of the bridge are presently
held in account by the City of Kitchener with a balance of 1.562 million dollars as of December
31, 2009.

Staff will recommend to the Grand River Conservation Foundation (GRCF) which administers
and assigns all Walter Bean Grand River Community Trail donations, surplus funds if any
remain following construction of the pedestrian bridge, be maintained in account by the City of
Kitchener and used to construct future priority sections of Walter Bean Trail in Kitchener.
Funding will be provided from Internal Order 57500227
Financial Report is attached.
Budget estimate is $1,277,800.
** Surplus donated funding to remain in this account. The City will recommend to the Grand
River Conservation Foundation that surplus funds, if any, be used to construct future priority
sections of Walter Bean Trail in Kitchener.
