JULY 4, 2011 CITY OF KITCHENER
A special meeting of City Council was held at 12:35 p.m. this date, chaired by Acting Mayor B.
Vrbanovic with all members present except Mayor C. Zehr and Councillors D. Glenn-Graham, P.
Singh, F. Etherington and S. Davey.
Notice of this meeting had been previously given to all members of Council by the City Clerk pursuant
to Chapter 25 (Council Procedure) of the Municipal Code.
Moved by Councillor Y. Fernandes
Seconded by Councillor K. Galloway
"That an in-camera meeting of City Council be held to consider a labour relations matter."
Carried.
The meeting then recessed at 12:36 p.m. and re-convened at 12:51 p.m., chaired by Acting Mayor B.

Singh, F. Etherington and S. Davey.
Council considered this date Finance and Corporate Services Department report FCS-11-148 (B.
Soye) regarding a Memorandum of Settlement between the City of CUPE Local 791.
Moved by Councillor K. Galloway
Seconded by Councillor Z. Janecki
"That the terms and conditions contained in the Memorandum of Settlement dated June 28,
2011 to establish the 2011 - 2014 Collective Agreement with C. U. P. E. Local 791 Kitchener City
Hall Office, Clerical & Technical Staff be approved; and,
That the Mayor and the Clerk be authorized to execute any documentation arising there from;
and further,
That consistent with the C. U. P. E Local 791 wage settlement, salary and fringe benefit
adjustments for non-union and management employees for the period 2011-2014 be
approved, save and except that there shall be no salary adjustment for salary grades 12 and
above for the period from April 1, 2011 to March 31, 2012 in accordance with the 2011
budget."

Moved by Councillor B. loannidis
Seconded by Councillor J. Gazzola
"That leave be given the Mover and Seconder to introduce a by-law to confirm all actions and
proceedings of the Council and that the same be taken as read a first, second and third times, be
finally passed and numbered 2011--105 by the Clerk."
Carried.
On motion the meeting adjourned at 12:52 p.m.
