Volunteer appreciation: Cheryl York thanked ACAC members for their commitment to the o committee and provided a small token of appreciation from the City. Arts Clusters/Multi Use Arts Centre subgroup update: Helena Ball: this subgroup created o a survey regarding studio and storage space needs in the local arts community on ‘Survey Monkey’. ACAC members have received by email a link to a survey. ACTION: ACAC members to complete survey and distribute to arts community contacts. 2.0Acceptance of May 17, 2011 Minutes Minutes accepted as circulated ? DISCUSSION ITEMS 3.0Report from Subgroup: Convergence of Arts/Technology: Earl McCluskie Tasks accomplished: defined goals, developed action plan, determined others with related ? knowledge to consult, initiated two meetings Goal: develop resource information/guidance for Council to make decisions about the arts ? and culture policies that impact the technology and culture sectors Consulted Heather Sinclair of Creative Enterprise Enabling Organization. CEEO’s work ? planning is still in progress. Heather to appear at September ACAC meeting June 14: Subgroup members attended Economic Development symposium. Purpose of event: ? gather input prior to revisions to Economic Development Strategy. Culture informally recognized as important. Technology Hub at Lang Tannery born out of last strategy paper. Subgroup sees new strategy development as an opportunity to further Arts/Culture/ Technology convergence, and wishes to participate. Initiated an “Arts/Culture/Technology Initiatives” database as a tool to demonstrate ? momentum in region. Future subgroup recommendations could include: ? Hold an Arts/Culture ‘collision day’ at the Hub to raise awareness about Arts/Culture o issues/initiatives amongst Hub technology residents and facilitate collaboration Establish resources for Arts/Culture/Technology awareness and projects o Arts and Culture and Economic Development departments share some goals; this is an ? opportunity for collaboration. Downtown Advisory Committee also has overlapping goals. ACAC members meetings with Councillors could include information about ? Arts/Culture/Technology ACTION: Heather Sinclair to be added to September ACAC agenda and invited to meeting 1 June 2011 - ACAC Minutes ARTS AND CULTURE ADVISORY COMMITTEE (ACAC) MINUTES June 21, 2011 CITY OF KITCHENER ACTION: July ACAC meeting agenda to include update on meetings with Councillors 4.0Report from Subgroup: Youth Engagement/Audience Development/Cultural Tourism: Julie Robbescheuten These three items are catchall categories encompassing numerous individual ? recommendations made in CulturePlan II. Previous ACAC (2009-2010) committee indentified these items as priorities, and began to ? address some of them. As per ACAC’s current workplan approved by Council, these are ‘items to monitor’, rather ? than priority items for ACAC to research and make recommendations on. Subgroup report acknowledged that many CPII recommendations involving these topics have ? not been fully addressed, including: Improved Arts curricula in schools o Media Handbook for arts/culture community o Fostering interest in art in youth o Discussion: Artists need training on how to engage the educational system; o organizations delivering arts programming to youth need grants/financial assistance to support this sort of undertaking as it makes no money; education policy is well beyond ACAC’s mandate; youth are adept at social media, is this an opportunity; anecdotal evidence that there is a lack of take-up regionally for OAC grants, not sure why. ACTION: Staff to continue sending ACAC updates by email on activity occurring/progress made on these items to monitor. 5.0Ministry of Tourism and Culture – Municipal Culture Policies: Don Bourgeois Ministry doesn’t recognize CulturePlan II as a Municipal Cultural planning document. ? Similarly, neither Waterloo’s nor Cambridge’s comparable documents are recognized. Municipal Cultural Planning: a process for identifying and leveraging a community’s cultural ? resources, strengthening the management of these resources and integrating those cultural resources across all facets of local government planning and decision making. Group received information regarding Municipal Cultural Planning, which applies a cultural ? lens to decisions. Discussion: this topic fits with the subgroup focused on “Role of the City in Arts and Culture” ? 6.0Status of Creative Enterprise Enabling Organization work plan: Cheryl Ewing CEEO currently undertaking strategic and work planning; preparing something to present to ? its board. Report will be available in October, 2011 ? INFORMATION ITEMS 7.0Compass Kitchener All Advisory Committee Gathering (May 28, 2011): Don Bourgeois This annual event allows all City of Kitchener advisory committees of Council to meet, learn ? about each other’s focus, goals and activities, and seek connections and opportunities to collaborate. All committees’ work plans were reviewed. ? Economic Development Committee and Downtown Advisory Committees had the most ? overlap with ACAC’s goals. Kitchener Youth Action Council also has synergy with ACAC. ? Other committees sharing some overlap: Heritage, Safe and Healthy, Compass Kitchener… ? 2 June 2011 - ACAC Minutes ARTS AND CULTURE ADVISORY COMMITTEE (ACAC) MINUTES June 21, 2011 CITY OF KITCHENER 8.0Public Art Working Group (PAWG) Report: Ann Marie Hadcock ? Sarah Kernohan, artistic director or Contemporary Art Forum, Kitchener and Area (CAFKA) to proposed a potential CAFKA legacy project (a project remaining in place for a few years post CAFKA 2011 event). PAWG had questions regarding technical feasibility, given time constraints (CAFKA 2011 takes place in late September) and didn’t recommend it as presented. ? Sean Puckett, 2011 Kitchener Artist in Residence continues with his project, “Portrait of Kitchener”. Over 600 portraits of Kitchener taken so far (1,000 is goal). Next session is at Multicultural Festival in Victoria Park on June 25. Next photo-taking workshop is on July 17, a ‘photocrawl’ downtown. ? Jury for City Centre Courtyard Public Art Project recommended Stephen Cruise’s proposal, “Shaping Residency” from the three semi-finalists. PAWG supported this recommendation. On a motion made by Allan Hoch, seconded by Helena Ball: “That ACAC support the selection of Stephen Cruise’s proposal for public art at the City Centre Courtyard, “Shaping Residency”, by artist Stephen Cruise.” Discussion ? Other shortlisted artists: Ron Baird and Ernest Daetwyler ? “Shaping Residency” is an installation of two colourful, whimsical painted fiberglass birds (12.5’x5’x6’ each) to be located in the centre of the courtyard of this downtown residential and commercial development. ? Design inspired by the fraktur drawing tradition of the nineteenth century seen among people in the founding communities of Waterloo region. ? Artist to work with the landscape architect to ensure integration of the art work into courtyard design. 9.0Downtown Advisory Committee (DAC) Report: Aaron MacFarlane No meeting last month ? 10.0Council Report: Councillor Etherington Some Councilors request that the City’s Public Art Policy be reviewed, perhaps in 2012. ? Purpose: to explore changing the way the amount of funds are allocated to public art projects—perhaps graduating the amount dependent upon public access to a facility. These concerns have arisen out of a lack of understanding of the public art policy and process, given the budget for public art at the Kitchener Operations Facility, which is a fairly large project at a facility seen as not accessed by the public. According to the policy, public art projects are allocated one percent of the city’s portion of ? the construction budget for civic construction projects where the budget is over $100,000. The maximum allocation at the one percent contribution is $300,000. Some Councillors are also concerned that artists selected for Kitchener’s public art projects ? are not always local residents. Local artists do not always have the preferred proposal, and are not always qualified to complete large public art projects. Kitchener’s public art collection benefits from diversity and variety. Discussion: PAWG, ACAC’s public art permanent subcommittee could review the Public Art ? Policy and make recommendations to ACAC for consideration. ACAC’s conclusions would be forwarded to Council. 11.0Members’ Updates th JM Drama: Presenting a musical comedy, 25 annual Putnam County Spelling Bee in August ? 3 June 2011 - ACAC Minutes ARTS AND CULTURE ADVISORY COMMITTEE (ACAC) MINUTES June 21, 2011 CITY OF KITCHENER Cynosure Jewelry is offering very successful ‘make your own wedding bands’ workshops, and ? is collaborating with Delta Hotels to offer a cross promotion to out-of-town participants. This is a successful package, and couples from all over are participating. ACTION: LauraLee Dam, Juan Bohorquez and Cheryl York to collaborate on a session presented by Ontario Arts Council on grants.
