COMPASS KITCHENER MINUTES
February 16, 2011 – 4:00-6:00

The Compass Kitchener Advisory Committee met on this date, commencing at 4:00 p.m. Shelley welcomed all
members to the meeting.
1. Introductions
?
We started introductions by circling the table, each introducing themselves and providing an idea of
how and why they decided to participate with Compass Kitchener.
2. Approval of Minutes

The minutes from January 24 were approved.

3. Chair/Vice Chair Selection
?
Shelley provided an outline for both the Chair and Vice Chair role with the committee.
?
By vote, it was decided that Theron Kramer would sit as Chair for Compass Kitchener, and Hanan
Mohamed would sit as Vice Chair for Compass Kitchener.
4. Background for Compass Kitchener
?
Shelley provided some background details on Compass Kitcheners role with Council and the
Organization.
?
Compass Kitchener’s work focuses on engaging residents and providing advice to Council on the
feedback received.
?
Shelley described the Healthy Community model the city aims to use in all decision making. She
explained, the best possible position for health and well-being is where the circles intersect. She then

explained the 4 pillar, Community Values & Culture, an addition UNESCO has now made as well.
?
The Healthy Community Principles include: Wide community participation; Broad Involvement of all
sectors of the community; Creation of healthy public policy; Government commitment.
?
Engagement can take place in many different ways – some examples of how we engaged during the
Who Are You, Kitchener? 2 (WAYK2) campaign include traditional and social media, youth coffee
house, civics classes in multiple languages, City of Kitchener Advisory Committees, Community Cafés,
The Aud, Via Rail and the Kitchener Market.

Shelley detailed the vision, strategic directions, and examples of resident feedback received through
WAYK2 in each of the six priority areas including Quality of Life, Leadership and Community
Engagement, Diversity, Dynamic Downtown, Development, Environment.
?
The committee briefly delved into diversity and the granting process along with requirements for those
receiving grants. Shelley provided some clarity surrounding the cities grants compared with regional
and provincial.
?
Next steps for these updated strategic priority areas: Council Strategic Planning Session in April,
request for approval of these strategic directions, as well as what their priorities are in each of these
areas, Staff will take this information away and prioritize for development of departmental business
plans for 2012.

Theron provided the CK report card from 2010 and circulated it to the committee as an example for new
members.

Shelley, Theron, Sarah and Kim all provided important bits of information on how the Report Card has
worked in the past as well as Compass Kitchener’s participation to the strategic plan.

Ultimately it would be ideal to find two or three metrics for each of the priority areas and report on
these. Business planners with in the city are also working to develop metrics that staff will be expected
to collect. These metrics will be valid and useful information for both the organization, and Compass
Kitchener to use.

Shelley provided some details on Compass Kitchener engagement. The Community Engagement
Strategy can be found on each members memory key under ‘1 – General Information’, ‘1.9 City Hall
101’. This item should be re-titled ‘Community Engagement Strategy’
5. Update from Budget meeting Tuesday, February 15, 2011

Theron provided an update on the budget meeting that took place on Tuesday, February 15, 2011, and
outlined who was in attendance and what priorities were identified by delegations.
?
He spoke as a resident of the city and re-identified the vision of the city as outlined in the Strategic
Plan, reviewed the six key priority areas, and encouraged council to consider the budget in context of
the strategic plan, and that these really should be considered hand in hand.
?
Shelley provided a brief outline of the Healthy Community Lens.
?
Generally, Compass Kitchener provides information to Council in advance of the budget process,
however timing was not on our side due to the election, the newly formed committee and the orientation
process which was vital for council to receive.
6. Compass Kitchener Workplan 2011-2012
?
Shelley reviewed some ideas for the workplan identified by the committee during discussions.

Shelley will draft the workplan for review at March meeting, to be prioritized by group over two years.

The group will also consider how to accomplish the work outlined and agreed upon in the workplan.
