HOUSEKEEPING AMENDMENTS TO CHAPTERS 515, 501
AND 500 OF THE CITY OF KITCHENER MUNICIPAL CODE
RECOMMENDATION:
That Chapter 515 (Barber Shop-Hairdressing, Body Piercing, Nail Shops, Tattoo
Establishments), Chapter 501 (Business Licence Fees) and Chapter 500 (General
Provisions Issue of Licences) of the Municipal Code be amended as outlined in Finance
and Corporate Services Report FCS-11-160.
BACKGROUND:
In recent months Licensing staff has been approached by a hairstylist wanting to start a mobile
hairstyling business. Currently, Chapter 515 (Hairdressing-Barber Shops, Nail Shops) of the
Municipal Code does not address this type of business.
REPORT:
A mobile hairstyling business involves a licensed hairstylist going from place to place, such as a
nursing home, hospital or an individual’s home performing hairstylist services. Chapter 515 of
the Municipal Code does not address this type of business.
Staff reviewed the request and investigated whether other municipalities licensed this type of
business and discovered that several municipalities licensed mobile hairstylists. In most cases,
the municipality required that the business be approved by the local health department. The
Waterloo Regional Health Department has indicated that they would have no problem approving
this type of business provided the met certain criteria.
Staff recommends that this type of business be licensed as there appears to be a need for this
type of service in Kitchener particularly as the population ages and more elderly people are
unable to easily leave their homes.
The following changes to the by-laws are required:

Chapter 515 – Hairdressing-Barber Shops
The most significant change to the by-law is the addition of two categories of licences. They
are:
Mobile hairstylist who is a person that performs barber, hairstylist or hairdressing
services for gain or hire outside of a hair establishment.
Mobile nail service provider who performs cosmetic treatments on hands and
feet for gain or hire.
A further housekeeping amendment deletes the definitions for barber shop, hairdressing and
hairstyling and condenses them into one definition for hair establishment.
Chapter 501 – Business Licence Fees
Chapter 501 requires an amendment to add the following fees:
Mobile Hairstylist - $90.00
Mobile Nail Service Provider - $49.00
These fees are based on cost recovery.
Chapter 500 – General Provisions-Issue of Licences
Housekeeping amendments have been made to add sections for inspection purposes which
sets out when an inspection can be conducted and a section regarding inspection
documents which provides for the type of documents that can be required during an
inspection. The requirements are directly from the Municipal Act.

Efficient and Effective Government – Continually adapting and improving to provide for a more
customer focused environment and providing efficiencies to the day to day operations of the
City.
FINANCIAL IMPLICATIONS:
Increase in revenue will depend upon the number of mobile hairstylists and mobile nail service
providers that become licensed.
COMMUNITY ENGAGEMENT:
Consult – Met with interested mobile hairstylist who made initial enquiry to discuss amendments
to the by-law.
