REPORT NO.: CSD-11-098
SUBJECT: NOISE EXEMPTION REQUEST - CONESTOGA COLLEGE
RECOMMENDATION:
That an exemption to Chapter 450 (Noise) of the City of Kitchener Municipal Code be
granted to Conestoga Students Inc. for an outdoor concert at Conestoga College on
September 17, 2011, between the hours of 6:00 P.M. and 11:30 P.M.
BACKGROUND:
Conestoga Students Inc. (CSI), the students' union at Conestoga College, is planning to hold an
outdoor concert at the College on the evening of Saturday September 17t". As such, they have
requested an exemption from Chapter 450 (Noise).
REPORT:
CSI held this event last year, with the appropriate noise exemption. A plan was put in place last
year, which saw City staff work with CSI on ways to mitigate any impact on the residential area.
These discussions included the placement of the stage and sound testing, where applicable. In
addition, By-law Enforcement staff were on site and in the neighbourhood during the event to
monitor noise levels and address any concerns with the event organizers.
Staff advise that they have no record of any complaints received during last year's concert.
This year, By-law Enforcement staff will be working with CSI staff to implement a plan similar to
last year, including having a By-law Enforcement Officer on-site and in the neighbourhood
during the event.
CSI will be ensuring that the residents in the area are notified prior to the event.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
Approval of a noise exemption for this event supports the Community Priority of Quality of Life,
as contained in the City's Strategic Plan.
