SUBJECT: AUTHORIZED REQUESTOR AGREEMENT -MINISTRY
OF TRANSPORTATION
RECOMMENDATION:
That the Mayor and City Clerk be authorized to execute an Authorized Requestor
Agreement with the Ministry of Transportation, subject to the satisfaction of the Office of
the City Solicitor, to obtain vehicle ownership information relating to parking
enforcement.
BACKGROUND:
The City of Kitchener currently has
Ministry of Transportation to obtain
electronically access the Ministry's
infraction notices (parking tickets).
REPORT:
s an Authorized Requestor Agreement in place with the
vehicle ownership information. This allows the City to

The Ministry of Transportation has undertaken a program review which resulted in some
revisions to the Authorized Requestor Agreement as it relates to disclosure and retention of
personal information. These revisions require that we renew our Agreement. As such, staff are
requesting that the Mayor and Clerk be authorized to execute the new Agreement on behalf of
the City.
Staff from Legal and By-law Enforcement are currently reviewing the draft agreement and will
arrange for its execution by the Mayor and City Clerk at the appropriate time.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
The agreement with the Ministry of Transportation supports the Foundation of the Strategic Plan
relating to Efficient and Effective Government.
