REPORT T0: Community and Infrastructure Services Committee
DATE OF MEETING: August 15, 2011
SUBMITTED BY: John McBride, Director of Transportation Planning
PREPARED BY: Danny Pimentel, Traffic Technologist (741-2371)
WARD(S) INVOLVED: Ward 9
DATE OF REPORT: August 1, 2011
REPORT NO.: INS-11-063
SUBJECT: ON-STREET PARKING REGULATIONS -PARK STREET
RECOMMENDATIONS:
That on-street parking be permitted anytime, for a maximum three ~3) consecutive hours, on
the north side of Park Street from a point 15 metres west of Stewart Street to a point 40
metres west thereof; and further,
That the Uniform Traffic By-law be amended accordingly.
BACKGROUND:
Transportation Planning has received a request to review the existing on-street parking
regulations on Park Street between Stewart Street and the CN Railway. The request cited that
the existing parking prohibition on the north side is an inconvenience for residents and their
visitors. The request also cited that allowing vehicles to park on the north side would narrow the
road width and reduce speeds of vehicles.
REPORT:
At the present time, on-street parking is prohibited at anytime on the south side of Park Street
from Glasgow Street to Devon Street and on the north side from Dominion Street to Devon Street,
as outlined in the City of Kitchener Uniform Traffic By-Law No. 2007-138.
In order to address this request, Transportation Planning has surveyed the residents regarding a
proposal to allow on-street parking on the north side of Park Street from a point 15 metres west of
Stewart Street to a point 40 metres west thereof. The survey results are as follows:
In favour of allowing parking anytime on the north side: 5 (71 %)
In favour of leaving the current regulation as is: 2 (29%)
TOTAL 7 out of 9 - (78% responded)

parking anytime on the north side of Park Street from a point 15 metres west of Stewart Street to
a point 40 metres west thereof, while maintaining that parking be prohibited at anytime on the
south side.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
This initiative falls under the Community Priority of Quality of Life. "vvork with partners, including
all orders of government, to create a culture of safety in our community." By working with the
neighbourhood, on-street parking concerns have been addressed.
FINANCIAL IMPLICATIONS:
The approximate cost for sign installations for the roadway is $300 and will be taken from the
existing sign maintenance budget.
COMMUNITY ENGAGEMENT:
In May 2011, residents along Michael Street between Stewart Street and the CN Railway were
surveyed regarding the proposed parking changes. Their comments have been incorporated in
this report.
