HomeMy WebLinkAboutCSD-11-115 - HPA 201-V-014 - 25 Courtland Ave E - Proposed Porch Demolition & New ConstructionREPORT REPORT TO: Heritage Kitchener DATE OF MEETING: September 6, 2011 SUBMITTED BY: Alain Pinard, Director of Planning PREPARED BY: Michelle Wade, Heritage Planner (519-741-2839) WARD(S) INVOLVED: Ward 9 DATE OF REPORT: August 16, 2011 REPORT NO.: CSD-11-115 SUBJECT: HERITAGE PERMIT APPLICATION HPA-2011-V-014 25 COURTLAND AVENUE WEST PROPOSED PORCH DEMOLITION AND NEW CONSTRUCTION RECOMMENDATION: That pursuant to Section 42 of the Ontario Heritage Act, Heritage Permit Application HPA-2011-V-014be approved, to permit the demolition of the existing porch and the construction of a new porch at the property municipally addressed 25 Courtland Avenue West, in accordance with the plans submitted with the application, subject to the following conditions: i) That the final building permit drawings be submitted and approved by Heritage Planning staff prior to the issuance of a building permit. BACKGROUND: The Community Services Department is in receipt of Heritage Permit Application HPA-2011-V-014. The applicant is seeking permission to demolish the existing porch and construct a new porch at the property municipally addressed 25 Courtland Avenue West. î ó ï REPORT: The subject property is located on the south side of Courtland Avenue West within the Victoria Park Heritage Conservation District (VPHCD), and is subject to designation under Part V of the Ontario Heritage Act. The existing porch is in poor repair and in need of significant repair or replacement. The applicant is proposing to demolish the existing porch in order to construct a new porch. The existing front porch features tapered brick piers with a shingled handrail and vertical board apron. The stairs to the existing front porch are flanked by brick knee walls. The design of the existing front porch is similar to other historic porches in the district but does not appear to be original since the colour of the brick piers does not match the colour of the brick house. Existing Porch Theapplicant intends to retain the upper porch but replace the bottom porch with a new porch. The footprint of the proposed new porch will be similar to the existing porch. The proposed new porch will be constructed of pressure treated wood to be painted the same dark red and green/grey colours on the building. The applicant has advised that no pressure treated wood will remain unpainted. It is proposed that the height of the steps will not necessitate the installation of a guard/handrail on either side of the steps. The pillar posts are proposed to be partially boxed 5.5 feet from the ground. The guard on the deck level will feature simple railing spindles. Lattice will enclose the bottom portion of the porch and will be boxed in. In general, the design of the proposed new porch will be in keeping with the traditional design of other porches in the Victoria Park Area Heritage Conservation District. î ó î In reviewing the merits of the application, City staff note the following: The existing porch is in poor repair; The existing porch does not appear to be original; The footprint of the proposed new porch will be similar to the existing porch; The design of the proposed new porch is in keeping with the character of the neighbourhood; The colours of the proposed new porch will match the house; and, The construction of the proposed new porch will not impair or negatively impact the significance of the Victoria Park Heritage Conservation District. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: Community Priority – Quality of Life Quality of Life The review and approval of Heritage Permit Applications supports the Community Priority of the City of Kitchener Strategic Plan. An approved Heritage Permit Application is required for proposed alterations to properties that are designated under the Ontario Heritage Act. The review and approval of Heritage Permit Applications ensures that the cultural heritage resource and its heritage attributes are conserved in accordance with the designating by-law and good conservation practice. FINANCIAL IMPLICATIONS: None. COMMUNITY ENGAGEMENT: Section 33(4) of the Ontario Heritage Act requires Council to consult with the Municipal Heritage Committee (Heritage Kitchener) beforeconsenting to a Heritage Permit Application, consenting to a Heritage Permit Application on terms and conditions, or refusing a Heritage Permit Application. Members of the community will be informed via circulation of the report to Heritage Kitchener and via formal consideration by Council.
