142 WATER STREET SOUTH
PROPOSED PORCH DEMOLITION AND NEW
CONSTRUCTION
RECOMMENDATION:
That pursuant to Section 42 of the Ontario Heritage Act, Heritage Permit Application
HPA-2011-V-015be approved, to permit the demolition of an existing porch and the
construction of a new porch at the property municipally addressed 142 Water Street
South, in accordance with the plans submitted with the application, subject to the
following condition:
i) That the final building permit drawings be submitted and approved by
Heritage Planning staff prior to the issuance of a building permit.
BACKGROUND:
The Community Services
Department is in receipt of
Heritage Permit Application HPA-
2011-V-015. The applicant is
seeking permission to demolish
an existing porch and build a new
porch at the property municipally
addressed 142 Water Street
South.

REPORT:
The subject property is located on the west side of Water Street South within the Victoria Park Area
Heritage Conservation District (VPHCD), and is subject to designation under Part V of the Ontario
Heritage Act. The existing porch was constructed in 1987 and is in need of repair. The applicant is
proposing to retain the upper porch but demolish and replace the lower porch.
Existing House and Porch
Several of the properties in this area of Water Street South have limited front yards given that the
houses are located in close proximity to the street and are set oblique to the street line. A few
properties, including the subject property, feature a hard-surfaced front yard. Given the space
limitations of the front yard, the applicant proposes to locate the porch in the same location as the
existing porch and have a similar but slightly smaller footprint.
The proposed new porch will have a concrete sub-structure and will be clad in stone. The “Old
English” stone will be used on all vertical surfaces including the step risers and walls. The step
treads are proposed to be faced with a “Kobo black” hand rock faced coping. The porch deck will
be covered with a flat Wiarton stone or Stone Arch “Fossil” and cut in 18”x24” slabs. Balustrades
and railings will be wrought iron and gloss black in appearance (the property currently features a
back wrought iron fence at the side lot line). The handrail will be made from a composite material
and finished with a faux natural wood appearance. Similarly, the new porch pillars (having a
pressure treated core) will be clad with a composite PVC architectural column assembly, and will
have the finished appearance of wood. The use of stone and composite materials in the
construction of porches has been approved elsewhere within the Victoria Park Heritage
Conservation District, most recently at 4 Park Street.

In reviewing the merits of the application, City staff note the following:
The existing building is not located on a Group ‘A’ property;
The existing porch is in need of repair;
The existing porch is not original;
The footprint and configuration of the proposed new porch will be similar to the existing
porch;
Materials used in the construction of the porch will complement the house and have been
approved for use elsewhere within the heritage district; and,
The construction of the proposed new porch will not impair or negatively impact the
significance of the Victoria Park Heritage Conservation District.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:

Quality of Life
The review and approval of Heritage Permit Applications supports the
Community Priority of the City of Kitchener Strategic Plan. An approved Heritage Permit
Application is required for proposed alterations to properties that are designated under the
Ontario Heritage Act. The review and approval of Heritage Permit Applications ensures that the
cultural heritage resource and its heritage attributes are conserved in accordance with the
designating by-law and good conservation practice.
FINANCIAL IMPLICATIONS:
None.
COMMUNITY ENGAGEMENT:
Section 33(4) of the Ontario Heritage Act requires Council to consult with the Municipal Heritage
Committee (Heritage Kitchener) beforeconsenting to a Heritage Permit Application, consenting
to a Heritage Permit Application on terms and conditions, or refusing a Heritage Permit
Application. Members of the community will be informed via circulation of the report to Heritage
Kitchener and via formal consideration by Council.
