HomeMy WebLinkAboutCSD-11-117 - HPA 2011-IV-016 - 10 Sims Estate Place - Proposed Alteration & AdditionREPORT REPORT TO: Heritage Kitchener DATE OF MEETING: September 6, 2011 SUBMITTED BY: Alain Pinard, Director of Planning PREPARED BY: Leon Bensason, Coordinator, Cultural Heritage Planning (519-741-2306) WARD(S) INVOLVED: Ward 2 DATE OF REPORT: August 19, 2011 REPORT NO.: CSD-11-117 SUBJECT: HERITAGE PERMIT APPLICATION HPA -2011-IV-016 10 SIMS ESTATE PLACE PROPOSED ALTERATION & ADDITION RECOMMENDATION: That pursuant to Section 33 of the Ontario Heritage Act, Heritage Permit Application HPA-2011-IV-016 be approved, to permit the alteration of the property municipally addressed 10 Sims Estate Place, in accordance with the plans submitted with the application, subject to the following conditions: i) That the final building permit drawings be submitted and approved by Heritage Planning staff prior to the issuance of a building permit; and, ii) That an Engineer’s report addressing the protection and structural stability of the existing house and smoke house be submitted and approved by Heritage Planning staff prior to the issuance of a building permit. BACKGROUND: The Community Services Department is in receipt of Heritage Permit Application HPA-2011-IV- 016. The applicant is seeking permission to alter the property municipally addressed 10 Sims Estate Place. The alteration includes the proposed construction of a 1½ story addition. ì ó ï REPORT: The subject property is located on the south side of Sims Estate Place and is commonly known as the Gardener’s House, having formerly been part of the Harvey Sims Estate. Designating by-law 2010-077 identifies the exterior elevations of the Gardener’s Cottage and Smoke House, as well as the upland forest and wooded valley of Chicopee Creek, as being of particular cultural heritage value or interest. The heritage designation was undertaken concurrent with approvals to develop adjacent properties with townhouse units to the west and single detached condominium units to the south North Elevation West Elevation South Elevation East Elevation ì ó î The applicant is proposing to alter the property by undertaking the following work: Alteration to Gardener’s House Remove the enclosed metal clad side porch on the West elevation and return the space to an open sun porch, retaining the existing concrete decking. Re-clad the enclosed front stoop (currently metal clad) with wood board & batten to match the proposed addition. Repair and re-shingle the existing asphalt shingle roof with new asphalt shingles. Addition to House Construct a 1½ storey addition to the rear (south elevation) of the house, in line with the west elevation, with a one storey kitchen wing extending into the west (right) side yard in line with the proposed sun porch. The addition would be clad in wood board & batten painted a sage green, and feature vinyl windows to match the colour of the windows on the original house. Alteration to Property Expand the current flag stone patio in the west (right) side yard. Install a hard-surface walkway along the front of the house to a patterned concrete driveway in the east (left) side yard. Install low hedges along the front of the property to help define the limits of the property Construct a pillar/post with carriage style light on either side of the proposed driveway, to be clad in board & batten (Option1) or reclaimed brick (Option 2). In reviewing the application, City staff note the following: The enclosed metal clad side porch is not original. Its removal and the construction of a sun porch on the west elevation will complement the design of the house. The narrow pie-shaped lot and proximity of the forest and steep slopes, limits where development on the property can be located. The proposed addition considers the physiography of the site and does not impact significant views or natural heritage features. The location, scale, height and design of the proposed addition complement the form of existing buildings. The proposed alterations to the grounds of the property are not intrusive and will not have a significant impact on cultural heritage features. The proposed materials and colours to be used in the new construction are compatible with existing buildings. Given the proposed addition will be located in close proximity to the smoke house and will require underpinning of the original house, the review and approval of an Engineer’s Report will be required to identify how the existing house and smoke house will be physically protected and not structurally compromised. In considering the above, City staff are of the opinion that the proposed alterations are in keeping with good heritage conservation practice. ì ó í ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: Community Priority – Quality of Life Quality of Life The review and approval of Heritage Permit Applications supports the Community Priority of the City of Kitchener Strategic Plan. An approved Heritage Permit Application is required for proposed alterations to properties that are designated under the Ontario Heritage Act. The review and approval of Heritage Permit Applications ensures that the cultural heritage resource and its heritage attributes are conserved in accordance with the designating by-law and good conservation practice. FINANCIAL IMPLICATIONS: None. COMMUNITY ENGAGEMENT: Section 33(4) of the Ontario Heritage Act requires Council to consult with the Municipal Heritage Committee (Heritage Kitchener) beforeconsenting to a Heritage Permit Application, consenting to a Heritage Permit Application on terms and conditions, or refusing a Heritage Permit Application. Members of the community will be informed via circulation of the report to Heritage Kitchener and via formal consideration by Council.
