HomeMy WebLinkAboutCSD-11-120 - HPA 2011-V-017 - 60 Park St - Proposed Alteration.REPORT REPORT TO: Heritage Kitchener DATE OF MEETING: September 6, 2011 SUBMITTED BY: Alain Pinard, Director of Planning PREPARED BY: Leon Bensason, Coordinator, Cultural Heritage Planning (519-741-2306) WARD(S) INVOLVED: Ward 9 DATE OF REPORT: August 22, 2011 REPORT NO.: CSD-11-120 SUBJECT: HERITAGE PERMIT APPLICATION HPA -2011-V-017 60 PARK STREET PROPOSED ALTERATION RECOMMENDATION: That pursuant to Section 42 of the Ontario Heritage Act, Heritage Permit Application HPA-2011-V-017be approved, to permit the alteration of the property municipally addressed 60 Park Street, in accordance with the plans submitted with the application, subject to the following condition: i) That the final building permit drawings be submitted and approved by Heritage Planning staff prior to the issuance of a building permit. BACKGROUND: The Community Services Department is in receipt of Heritage Permit Application HPA- 2011-V-017. The applicant is seeking permission to alter the Northwest Boundary of property municipally addressed Victoria Park HCD 60 Park Street, by installing solar panels on a portion of the roof. í ó ï REPORT: The subject property is located on the north side of Park Street at the northwesterly limit of the Victoria Park Area Heritage Conservation District (VPHCD) and is subject to designation under Part V of the Ontario Heritage Act. The applicant is proposing to install solar panels on the east and south facing slopes of the existing front and side gabled roof. The existing roof has a steep pitch and is clad in green asphalt shingles. Twelve (approx. 3x5 foot) solar panels are to be installed on the east facing slope, and 3 solar on the south facing slope. The solar panels would be installed flat on the roof on a series of rails. The panels would be dark grey or black in colour. The Victoria Park Area Heritage Conservation District Plan does not contain specific guidelines on the installation of solar panels on existing buildings. The Plan does contain guidelines on roofs, and in general property owners are permitted to install new roofs (including alternative finishes) that do not detract from the architecture of the building. While the proposed solar panels will be visible from the street, they are not likely to have a much greater visual impact than a metal roof. There are several examples in the VPHCD of metal roofs on buildings, including one property at 31 Park Street in the immediate vicinity of the subject property. Additionally, as the subject property is the last property on the north side of Park Street in the heritage district, it is not expected that the alteration to the “finish” of the roof will interrupt the continuity or integrity of the streetscape. Existing metal roof at 31 Park Street í ó î In reviewing the application, Staff note the following: The subject property is not a Group ‘A’ building and is located at the northwest limit of the heritage conservation district. The solar panels will be limited to the east and south facing slopes of the roof and will be darker in tone. The solar panels will not alter the roof shape or style and will lay flat on the existing roof. The solar panels will not interrupt the continuity or integrity of the streetscape. The solar panels will not impair or negatively impact the significance of the Victoria Park Area Heritage Conservation District. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: Community Priority – Quality of Life Quality of Life The review and approval of Heritage Permit Applications supports the Community Priority of the City of Kitchener Strategic Plan. An approved Heritage Permit Application is required for proposed alterations to properties that are designated under the Ontario Heritage Act. The review and approval of Heritage Permit Applications ensures that the cultural heritage resource and its heritage attributes are conserved in accordance with the designating by-law and good conservation practice. FINANCIAL IMPLICATIONS: None. COMMUNITY ENGAGEMENT: Section 33(4) of the Ontario Heritage Act requires Council to consult with the Municipal Heritage Committee (Heritage Kitchener) beforeconsenting to a Heritage Permit Application, consenting to a Heritage Permit Application on terms and conditions, or refusing a Heritage Permit Application. Members of the community will be informed via circulation of the report to Heritage Kitchener and via formal consideration by Council.
