SUBJECT: E11-029 -Consultant Services -Queen Street South
Reconstruction (Charles Street to Courtland Avenue)
RECOMMENDATION:
That Expression of Interest E11-029, Consultant Services -Queen Street South Reconstruction
(Charles Street to Courtland Avenue), be awarded to Stantec Consulting Ltd., Kitchener,
Ontario at their estimated fee of $188,749.00., including contingencies of 17,159.00 plus H.S.T.
of $24,537.37., for a total of $213,286.37, based on a satisfactory contract being negotiated and
an upset fee being established; and further,
That the Mayor and City Clerk be authorized to execute an agreement satisfactory to the City
Solicitor.
BACKGROUND:
The infrastructure along Queen Street South, between Charles Street and Courtland Avenue,
has generally reached the end of its useful life and requires full replacement. The roadway
surface is in poor condition and is in need of major rehabilitation. Most of the underground
services are original to the roadway and in poor condition, and should be replaced in
conjunction with the roadway construction. The project scope includes the design and
reconstruction of all underground services (sanitary sewer, storm sewer and watermain) as well
as sanitary and water services connections to the property line. The asphalt roadway will be
reconstructed as well as sidewalks and curbs. A consultant is required to complete the design
and provide construction administration and inspection services. The design is to be completed
throughout 2011 and early 2012 and construction is expected to occur in April 2012.
REPORT:
In accordance with Chapter 170 of the Municipal Code pertaining to
Professional Services/Consultants, a Consultant's Review Committee
consisting of S. Allen, Manager, Engineering Design, D. Lupsa, Engineering
Approvals, and L. Gordon, Director of Supply Services.
