HomeMy WebLinkAboutFCS-11-155 - Morgan Ave Sanitary Sewer ReplacementREPORT TO: Committee of the Whole DATE OF MEETING: 2011-08-29 SUBMITTED BY: Larry Gordon, Director of Supply Services, 2214 PREPARED BY: Larry Gordon, Director of Supply Services, 2214 WARD(S) INVOLVED: 2 DATE OF REPORT: 2011-07-28 REPORT NO.: FCS-11-155 SUBJECT: T11-045 Morgan Avenue Sanitary Sewer Replacement RECOMMENDATION: That Tender T11-045, Morgan Avenue Sanitary Sewer Replacement, be awarded to Avertex Utility Solutions Inc., Orangeville, Ontario at their tendered price of $224,999.70, including provisional items and contingencies of $44,994., plus H.S.T. of $29,249.96, for a total of $254,249.66; and further, That the Mayor and City Clerk be authorized to execute an agreement satisfactory to the City Solicitor. BACKGROUND: Engineering Services is proceeding with the replacement of a section of sanitary sewer between Morgan Avenue and King Street East. The section of sewer to be replaced is approximately 30m in length and is situated behind the Centreville Chicopee Community Centre and runs under a GEXR (Goderich-Exeter Railway) track adjacent to King Street East. This existing sanitary sewer pipe section has experienced failures in the past and it has resulted in flooding basements of surrounding properties. A video inspection on the pipe section has shown that it has deteriorated and requires immediate rehabilitation. City Operations staff have been monitoring the section of pipe and performing frequent maintenance to minimize the risk of further blockages. The work is scheduled to be completed before the end of September 2011. In order to complete the works, King Street will be partially closed (one-way traffic) for approximately 1 week. Appropriate detouring will be in place during the closure. REPORT: Tenders were advertised publicly in The Record, the Daily Commercial News, on the City of Kitchener website and the Internet through the Ontario Public Buyers Electronic Tendering Information System. Eight (8) potential bidders picked up tender documents, and by the closing date of Thursday July 7, 2011, two (2) tenders had been received. B1 ii) - 1 The following tenders were received: Bid Price Avertex Utility Solutions Inc. Orangeville ON $ 254,249.66 Elgin Construction St. Thomas ON $ 542,538.83 Tenders were reviewed by N. Litchfield, Meritech Engineering, the City's Consultants for the project, and S. Shah, Design Engineer, who concur with the above recommendation. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: Theme: Financial Management Strategic Direction: Ensure responsible use of public funds within a supportive policy framework. The City of Kitchener's purchasing policies and practices ensure openness, fairness and transparency in the procurement of goods and services. FINANCIAL IMPLICATIONS: Funding will be provided from Internal Order 52000641 and 25965 Morgan Ave Sanitary Sewer Reconstruction. Financial report is attached. Council has approved funding of $225,000. Additional funding of $98,955 is required from Internal Order 52000137 Sandrock Greenway Trunk Sewer to address the expected shortfall. Any surplus funds will be returned to the Sanitary Sewer Utility.
