1. Approval of Minutes of April 23,2003
Minutes of April 23, 2003 were approved with the following changes:
Page 2. Heritage Tax Incentives
The second sentence in the first paragraph should be replaced with the following:
"Out of four eligible properties, three properties made application for a heritage
tax refund".
The second sentence in the second paragraph should be replaced with the following:
"Efforts to make 72 Victoria Street South eligible for a heritage tax refund failed,
as the owner appealed the heritage designation and would not agree to the terms
of the heritage conservation easement agreement".

2. Economic Development Revised Business Plan
George Borovilos presented an overview of the Business Plan, highlighting the
following areas:
· Mission & Mandate
· Situation Analysis
· Value-Driven Economic Development
· Product Development- four areas
· Downtown- real estate portion
· Inner City
· Employment Lands
· City Owned Assets
· Product Assessment
· Business Case
· Client Services
It was decided that the June EDAC meeting will be changed to Wednesday, June 18th
starting at 8am in order to get further feedback and a Resolution of support of the
Business Plan from Committee prior to the June 23rd meeting of Development &
Technical Services. Mr. Borovilos has prepared a report (SSD-03-014) which will be
presented to DTS on June 23rd.
3. Regional Growth Management Strategy
G. Scheels provided Committee with a copy of the Region of Waterloo Report P-03-036
on Planning our Future: Recommended Regional Growth Management Strategy -
dated May 20, 2003.
After discussion, which primarily centered around employment lands, the following
recommendation was made.
Recommendation
That the Kitchener Economic Development Advisory Committee encourages the
Regional Municipality of Waterloo to:
Participate with the private sector in an Employment Lands Task Force to
ensure an adequate supply of employment land is available, and with an
emphasis on the development of the "Airport Lands";
Begin immediately to establish the necessary partnership structure to provide for
the development of the Airport Lands;
Ensure that regional road network and interchanges to Highway 401 are in place
when these lands develop; and
Initiate the process of amending the Official Plan to bring the Airport Lands into
the urban area.
