RECOMMENDATION:
That Tender T11-044 Snow Blowing - Cul-De-Sacs, be awarded as follows:
Beastmaster Farm, Breslau, Ontario, Zone 6, at their tendered rate of $200.00 per hour, plus
H.S.T. of $26.00, for a rate of $226.00 per hour, plus a standby rate of $5,000.00 for five (5)
months.
S. Driscoll & Sons Snow Removal, Moorefield, Ontario, Zone 1, 2, 4, 7 and 9 at their
tendered rate of $250.00 per hour, plus H.S.T. of $32.50, for a rate of $282.50 per hour, plus a
standby rate of $25,000.00 for five (5) months.
McLellan Group, Brantford, Ontario, Zone 3 and 8, at their tendered rate of $309.00 per hour,
plus H.S.T. of $40.17, for a rate of $349.17 per hour, plus a standby rate of $10,000.00 for five
(5) months.
Moorefield Excavating, Harriston, Ontario, Zone 5, at their tendered rate of $255.00 per hour,
plus H.S.T. of $33.15, for a rate of $288.15 per hour, plus a standby rate of $5,000.00 for five
(5) months.
for five (5) years with an option to renew for an additional three (3) year period.
BACKGROUND:
The City requires contractor(s) to supplement roadway plowing operations during the winter
months by providing snow blowing of cul-de-sacs within defined zones as well as other road
sections identified during full plow events and throughout the winter as required. The City has
created nine (9) zones which each have approximately 50-60 cul-de-sacs in each zone. Some
zones may have fewer cul-de-sacs, but are laid out over a larger area. Based on historical data,
the City expects that the approximate amount of time that it will take to clear a zone is fourteen

(14) hours, this time can either decrease, or increase depending on actual conditions
encountered. Full plow events are called by the Operations Manager or designate within the City.
The number of full plow events varies from year to year. In the winter season of 2007/2008,
there were eleven (11) full plow events and over the last five (5) years, the average number of
full plow events per season is five (5).
The estimated average annual spend for this service over the past three (3) years was
$112,237.72

there were seven (7) full plow events and for the winter season of 2010/2011 there were two (2)
full plow events.
REPORT:
Tenders were advertised publicly in The Record, on the City of Kitchener website and the
Internet through the Ontario Public Buyers Electronic Tendering Information System. Thirteen
(13) potential bidders downloaded tender documents, and by the closing date of July 28, 2011,
five (5) tenders had been received.

Pricing has increased 11.63% from the previous contract. Stand-by rate has increased 50%
from the previous contract to be more in line with industry standby rates.
In order to compensate for inflationary increases in fixed costs, the Standby Rate will be
increased for each season following season one of the contract by the percentage change in the
Consumer Price Index (All Items) -Ontario (CPI) for the month of July preceding each season
from the same month of the previous year. Rates will not be adjusted for negative CPI.
A fuel price index adjustment will be applied monthly to the hourly rate payments. These
adjustments will be made when invoices are paid by the City.
Tenders were reviewed by S. Berry, Manager of Maintenance Operations and L. Stecho,
Supervisor of Purchasing, who concur with the above recommendation.
