BACKGROUND: Engineering Services is proceeding with the reconstruction of Woolwich Street from Bridge Street West to Bridle Trail. Funds for construction have been approved by Council as part of the 2011 budget. The watermain was originally constructed in the 1950's and is in need of replacement. The underground watermain is original to the street and is in poor condition. The watermain will be reconstructed to meet current design standards and service expectations. Standard features such as curb and gutter are discontinuous. The project involves the replacement of the roadway, curb and gutter and sidewalk and underground water services and surface works. Full funding for this project has been approved by council as part of the 2011 budget process. A surplus is projected in the project due to lower than anticipated construction pricing for the 2011 construction season. The project is scheduled to begin September 12t", 2011, weather permitting, and is located within the Ward 1 boundary. REPORT: Tenders were advertised publicly in The Record, the Daily Commercial News, on the City of Kitchener website and the Internet through the Ontario Public Buyers Electronic Tendering Information System. Twelve (12) potential bidders picked up tender documents, and by the closing date of Thursday August 18th, 2011, four (4) tenders had been received. Cobb, IBI Group, the City's Consultant for the project, and J. Seip, Design Technologist, who concur with the above recommendation. The City of Kitchener's purchasing policies and practices ensure openness, fairness and transparency in the procurement of goods and services. FINANCIAL IMPLICATIONS: Funding will be provided from Internal Order 52000037 and 220 -Surface Reconstruction of Woolwich -Bridge to Bridle Trail. Financial report is attached. Budget estimate is $790,000. Any surplus funds will remain in this account to be used for future sidewalk work.
