BACKGROUND: Engineering Services is proceeding with the Slope Stabilization and Storm Sewer Reconstruction on Greensview Drive at the Grand River. Funds for construction have been approved by Council as part of the 2011 budget. The current storm water conveyance system consists of shallow ditches and sediment filled culverts. The existing outfall on the slope of the Grand River has caused significant erosion. The storm sewer will be constructed to collect surface water flows in the area to prevent further property damage. The proposed outfall will prevent further erosion on the slope of the Grand River. The project also involves the restoration of the roadway, and deepening of ditches. The administration, design and tendering of this project has been completed by City staff, the construction administration and inspection of this project will be completed by City staff as well. Funding for this project has been approved by council as part of the 2011 budget process, and through the ISF program. The project is scheduled to begin September 6t", 2011, weather permitting, and is located within the Ward 3 boundary. REPORT: Tenders were advertised publicly in The Record, the Daily Commercial News, on the City of Kitchener website and the Internet through the Ontario Public Buyers Electronic Tendering 61 vii) - 1 Staff Re~p~r~ I~~rc~~nT~~ Finance and Corporate Services 1~eparfinent w~+w.kitthenerca Information System. Eight (8) potential bidders picked up tender documents, and by the closing date of Thursday August 4th, 2011, three (3) tenders had been received. The following tenders were received: Bid Price Steed and Evans Limited St. Clements ON $523,303.00 Elgin Construction St. Thomas ON $546,369.77 Iron Trio Inc. Concord ON $589,959.01 The tenders were reviewed by J. Seip, Design Technologist, who concurs with the above recommendation. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: Theme: Financial Management Strategic Direction: Ensure responsible use of public funds within a supportive policy framework. The City of Kitchener's purchasing policies and practices ensure openness, fairness and transparency in the procurement of goods and services. FINANCIAL IMPLICATIONS: Funding will be provided from cost centre 50373, 52000415 and 52000348 -Slope Stabilization and Storm Sewer Outlet Reconstruction, Greensview Drive. Financial report is attached. Budget estimate is $404,000. Funding received from the Infrastructure Stimulus Fund represents the remaining balance available for use on Storm Water projects.
