That Expression of Interest E11-060, Consultant Services -Geotechnical, Hydrogeological and
Environmental Services -Mill Street and Brock Street, be awarded to MTE Consultants Inc.,
Kitchener, Ontario at their estimated fee of $145,420., including contingencies of $13,220.,
plus H.S.T. of $18,904.60 for a total of $164,324.60, based on a satisfactory contract being
negotiated and an upset fee being established; and further,
That the Mayor and City Clerk be authorized to execute an agreement satisfactory to the City
Solicitor.
BACKGROUND:
Engineering Services is proceeding with retaining the services of a Consultant with
Geotechnical, Hydrogeological and Environmental expertise to assist City staff in the completion
of this project. The consultant will collect and test groundwater and soil samples, recommend
methods of groundwater and soil management, provide groundwater sampling services during
the construction phase of the project and ensure compliance with applicable legislation and
permit requirements. The administration, design, inspection and contract administration
services are to be completed by City staff.
The construction of this project is scheduled to begin April 10th, 2012, weather permitting, and is
located within the Ward 9 boundary.
REPORT:
In accordance with Chapter 170 of the Municipal Code pertaining to the selection of
Professional Services/Consultants, a Consultants Review Committee was established
consisting of K. Mick, Design Engineer, E. Saunderson, Construction Project Manager, J. Seip,
Design Technologist, and L. Gordon, Director of Supply Services.

Expressions of interest were advertised publicly in The Record, on the City of Kitchener website
and on the Internet through the Ontario Public Buyers Association Electronic Tendering
Information System relative to this project. Documents were downloaded by twenty-eight (28)
interested parties, and by the closing date of Monday July 25th, 2011, seven (7) responses had
been received.
The Review Committee met on Monday August 15, 2011, to review the submissions and a
shortlist of three candidates was selected for further interviews. The Committee met on Friday
August 26t"~ 2011 to interview the shortlisted candidates. The Committee elected to award the
project to MTE Consultants Inc., Kitchener, Ontario.
The Committee rated consultants on the following criteria:
• Evaluation of Proposed Project Manager
• Completeness of the Proposal
• Qualifications/Expertise
• Quality and Effectiveness of Proposed Workplan
• Cost of Consultant's Fees
• Knowledge of the City (re: this area)
• Permanent Local Office
• Amount of City Work Completed in the past
