Jamie Grant: accepted a position at Long Centre for the Performing Arts in Austin, Texas.

‘Committee composition’ prescribed in the committee’s terms of reference:

4.0Update: ACAC members’ meetings with Councillors: all
Councillor Davey: Don Bourgeois and Cheryl Ewing met with him.
?
Councillor Fernandes: Don met with her.
?
No other meetings have occurred.
?
Talking points were provided to ACAC by staff. This is a helpful discussion guide.
?
New Councillors appreciated the introduction to “arts and culture” topic.
?
Helps new Councillors understand issues, and ACAC members understand Councillors’
?
priorities.
A resource identifying the arts organizations/groups within each ward would be helpful.
?
One Councillor asked about businesses in his/her ward and the city that are “arts/culture”
?
related.
Information demonstrating the arts as an economic driver, not a drain on economy, would
?
also be useful.
ACTION: ACAC members to schedule meetings with Councillors.
ACTION: Ashley Dean and Don Bourgeois to meet with Councillor Galloway together. Ashley to
email Don to arrange.
5.0Kitchener Operations Facility (KOF) Public Art: Cheryl York
Jury for KOF Public Art Project recommended the artist-team kimiis’ proposal for public art at
the Kitchener Operations Facility from three semifinalists. Public Art Working Group supported
this recommendation.
On a motion made by Jamie Grant, seconded by Cheryl Ewing:
“That ACAC support the City of Kitchener’s Public Art policy and process, and further,
That ACAC support the selection of artist-team kimiis’ proposal for public art at the
Kitchener Operations Facility. The proposed art work is titled “Space Moiré”.
MOTION CARRIED Unanimously
Discussion:
Kimiis is an artist team: Steven Beites and Christian Joakim.
?
“Space Moiré” inspired by the phrase “the whole is greater than the sum of its parts”.
?
Work is two parts:
?
Wall-mounted art work made of Dupont “Corian” for the interior lobby. Includes
o
sensor activated LED lights to highlight a moiré pattern.
Concrete seating/shading module outdoors next to main entry.
o
Work demonstrates patterns emerging when several elements are combined and transformed
?
into a whole. kimiis uses a moiré pattern to demonstrate this.
The art work nods to the convergence of art and technology occurring in our region, and
?
celebrates the consolidation of many works yards and employees at the KOF.
Material is durable, low-maintenance.
?
Budget: artists’ fee is actually low, despite that project budget is substantial. Materials and
?
fabrication is costly.
ACTION: ACAC members to attend September 12 Council meeting where staff will present report on
KOF Public Art.
6.0Public Art Working Group Report: Cheryl York
Public Art Presentation for Council:
August 15, 2011: staff presents Kitchener’s public art program/policy to Council
?
Council recently questioned Public Art policy, funding mechanism, origin of participating
?
artists, commission cost and public access to proposed KOF public art.

Opportunity: inform and provide context on Public Art program (policy, process and recent

projects) prior to September’s staff report to Council on two Public Art project
recommendations (City Centre public art KOF public art).

History of the program since 1998

Consultant’s review of program in 2007
o
Implications of the review
o
Average size of projects
o
Upcoming projects (as they’re generated by capital construction projects, there are very

few upcoming)
Context demonstrating that the size and number of current projects is an anomaly.

ACTION: Staff to share presentation with ACAC for information when ready
Selection of Youth Video for the Cube contest winners:
?
41 submissions, mostly local.
?
Winners to be showcased on Cube on City Hall in September.
7.0Informal updates from ACAC subgroups, as applicable
City’s Role in Arts & Culture: Two areas of focus:
1.Review of City’s Official Plan. Arts and Culture staff comments and ACAC’s comments were
forwarded to Planning department for consideration. Some ACAC recommendations made it
in, but not all. Subgroup hopes to make further comments in support of ‘arts and culture’
issues.
2.Ministry of Culture and Tourism does not recognize Culture Plan II (CPII) Document. Why?
Structure of CPII document does not meet Ministry’s prescribed structure. Catherine
Mombourquette to take the lead in identification of gaps between tourism needs and
prescribed ministry structure. Next step: develop solutions to fill gaps.
Arts Clusters/MultiUse Arts Centre: Two current areas of focus:
1.Compilation of list of available performance/rehearsal/other venues spaces. Challenge:
getting information now that Waterloo Region Arts Council (WRAC) has disbanded and the
Arts Portal web site is no longer available. Information on the Waterloo Region Tourism and
Marketing Corporation’s Arts and Culture web page not as useful. Region of Waterloo may
still have the old information.
2.Survey on space needs in the arts community. Closes July 31.
Convergence of Arts/Technology: Plan to connect with two more arts icons in community,
Jacqui Murphy and Gabrielle Clermont.
8.0Frederick/Lancaster Provincial Court Building: Don Bourgeois
Owner: infrastructure Ontario. Will be up for disbursement when new courthouse is
?
complete.
Right of first refusals to acquire the building follows this hierarchy: other ministries of the
?
province, Federal government, Regional government, Municipal government, Conservation
Authority, school board, then private sector.
Kitchener’s Official Plan recommends ‘Multiple Residential’ uses for the civic district where
?
the courthouse is located, despite that the Civic District Planning committee recommended
Arts and Culture uses for the district.
Civic District Planning committee included: Don Bourgeois, Jamie Grant, Sonia Lewis (KPL),
?
Alf Bogusky (KW Art Gallery), and Region staff.
Planning committee developed a civic district plan focusing on Arts and Culture uses.
?
Charettes, design sessions, public meetings, focus groups, and community participation took
?
place.

Intention for Civic District: area would open onto a square. This was not new thinking, has
?
been in Council’s agenda.
Consider an Official Plan recommendation that Arts and Culture should be the focus for the
?
civic district.
ACTION: Don Bourgeois to prepare a report for September ACAC meeting on Official Plan (note: he
will be absent). Report to highlight issues and note changes.
ACTION: staff to forward ACAC recommendations to Planning Department.
