CALL TO ORDER MINUTES OF BOARD OF TRUSTEES MEETING FOR KITCHENER PUBLIC LIBRARY BOARD The Regular Board Meeting of the Kitchener Public Library Board was called to order at 7:00 p.m. on Wednesday, August 17, 2011, by Chair, Mr. Dan Carli, in the Caucus Room at City Hall. TRUSTEES PRESENT Ms. Jennifer Ball, Mr. Tim Blundon, Mr. Wayne Buchholtz, Mr. Dan Carli, Mr. Mike Farwell, Councillor Kelly Galloway, Ms. Lynn Gazzola, Mr. Bruce MacNeil, Ms. Jacqueline McLaren, Mr. David Sterritt, Councillor Berry Vrbanovic. Ms. Sonia Lewis, Secretary-Treasurer and Chief Executive Officer. STAFF PRESENT Ms. Sabina Franzen, Ms. Gloria Grigas. RRGRFTS Ms. Lesa Balch, Ms. Ann Wood. 2. WELCOME Mr. Carli welcomed Ms. Jacqueline McLaren. City Council appointed Ms. Jacqueline McLaren to the KPL Board for the remainder of the term ending November 30, 2014. 3. AGENDA REVIEW 11-34... On motion by Mr. Wayne Buchholtz and seconded by Mr. Bruce MacNeil, it was RESOLVED that the Agenda be adopted. CARRIED There were no pecuniary /conflict of interest declarations. Kitchener Public Library Board 2 August 17, 2011 4. MINUTES of the Board Meeting of June 15, 2011. 11-35... On motion by Ms. Jemlifer Ball and seconded by Mr. David Sterritt, it was RESOLVED that the Minutes of the Board Meeting of June 15, 2011, be adopted. CARRIED 5. BUSINESS ARISING None. 6. 1. BUSINESS REPORT OF OFFICERS (a) Report of the Chair Updates Advocacy Mr. Dan Carli attended Kidspark which was well attended again this year at Victoria Park on Sunday, August 14. He thanked staff for their efforts. The Chair thanked Ms. Sonia Lewis, KPL staff and Board representatives, Ms. Jemlifer Ball, Mr. Bruce MacNeil and Mr. Mike Farwell, for attending the opening night performance of JM Drama's Spelling Bee production, the proceeds from which went to promote the Let's Read initiative. [Councillor Kelly Galloway joined the meeting.] Ms. Sonia Lewis, along with the Chair and Executive Director of the Federation of Ontario Public Libraries met with the Honourable John Milloy in July to outline concerns about provincial funding for public libraries. Please contact Gloria by the end of August if planning to attend the Chamber of Conunerce AGM on September 14 at 5 pm or the Networking Breakfast on September 22. Kitchener Public Library Board 3 August 17, 2011 The joint meeting of the Library Boards of the Cambridge, Waterloo and Guelph Public Libraries and the Region of Waterloo's Library Committee will be held at Waterloo Public Library's new Harper Branch from 6:30 to 9:00 pm. The proposed date of November 2, 2011 may need to be revised. The agenda includes a tour of the branch, networking and a guest speaker. On Tuesday, August 2, 2011, Ms. Sonia Lewis and Mr. Dan Carli attended the presentation of the Ontario Trillium Foundation grant to the Kitchener-Waterloo Art Gallery and Kitchener Public Library. Correspondence A thank you note for the Library Board's donation in memory of Grace Schmidt was received from her family and circulated at the meeting. Editorial in The Record An article in The Record on August 9, and editorial on August 16, 2011, highlighted KPL's fundraising campaign. (b) Facilities Planning & Building Conunittee Updates Central Library In Mr. Mike Farwell's update regarding the progress of the Central Library, it was noted that the parking garage slab on grade and P21eve1 has been poured and work has commenced to insulate the Bechtel Mural wall. A recent LEED status meeting indicates the project is on target for LEED points. [Mr. Tim Blundon joined the meeting.] A one month delay in the substantial completion date has been agreed on at no charge to KPL and the City. This moves the substantial completion date from March 2013 to Apri13, 2013. Work will continue on pouring the garage exterior walls and columns and on preparation for pouring the next level of t11e garage. Southwest Kitchener Branch The Southwest Urban Area Studies (Rosenberg) Master Plan was approved at a Special Council meeting on August 15, 2011. Kitchener Public Library Board 4 August 17, 2011 The proposed library/community centre location remains unchanged but a Catholic elementary school and neighbourhood park are now shown adjacent to the librar~s facility. Development Charges KPL staff have been participating in discussions with City staff about the projected shortfall in Development Charges. The initial focus is on capital projects planned for the 2012 - 2014 hmeframe. (c) Finance Conunittee Tune 2011 Balance Sheets 11-36... On motion by Ms. Lynn Gazzola and seconded by Councillor Berry Vrbanovic, it was RESOLVED to accept the June 2011 Financial Statements, as printed. CARRIED 11-37... On motion by Ms. Lynn Gazzola and seconded by Ms. Jennifer Ball, it was RESOLVED to accept the July 2011 Financial Statements, as printed. CARRIED 2011 Year End Projections The Finance Conunittee Chair, Ms. Lynn Gazzola, reviewed the 2011 Year End Revenue Projections. 2012 Draft Capital Budget Ms. Lynn Gazzola presented the capital forecast for 2012 - 2021. 11-38... On motion by Ms. Lynn Gazzola and seconded by Mr. Wayne Buchholtz, it was RESOLVED to approve the draft Capital Forecast 2012 - 2021, as printed. CARRIED 2012 Draft Operating Budget Ms. Lynn Gazzola presented the 2012 Operating Budget. 11-39... On motion by Ms. Lynn Gazzola and seconded by Mr. Mike Farwell, it was RESOLVED to approve the draft 2012 Operating Budget, as printed. CARRIED Kitchener Public Library Board 5 August 17, 2011 The Councillors requested talking points and overview of KPL's resource budget during the past 5 years. (d) Fundraising Committee Updates Mr. Wayne Buchholtz reviewed recent fundraising efforts, including a mail solicitation sent out in late July. Mr. Paul Dickson has been focusing on stewardship of existing donors and has requested help from the Board to make follow up phone calls to thank donors. Mr. Mike Farwell, Mr. Wayne Buchholtz, Mr. Bruce MacNeil, Mr. Dan Carli and Ms. Lynn Gazzola volunteered to help. Ms. Sonia Lewis and Mr. Paul Dickson met with Board of the Kitchener Downtown Business Improvement Area (KDBIA) on August 16 to provide an update on the central library project. A positive article in The Record on August 16 highlighted KPL's fundraising campaign. (e) Report of the Secretary-Treasurer and CEO Updates Ms. Sonia Lewis noted that 969 participants submitted surveys to help with the future strategic planning and redesign of KPL's visual identity. Reconunendations will be presented at a future Board meeting. KPL has engaged Environics to conduct a community telephone survey after Thanksgiving. The results will be used in next yew's strategic planning process. Emails distributed in Past Month No questions were noted. 7. II. NEW BUSINESS None. 8. III. PRESENTATIONS (a) Report of Councillors Councillor Kelly Galloway noted that the Conununity & Infrastructure Services Committee reaffirmed the Public Art Policy, as approved on September 20, 2010. Kitchener Public Library Board 6 August 17, 2011 The City is seeking snore feedback for its draft Multi-Use Pathways & Trails Master Plan by the end of September. 9. 11-40... Councillor Galloway indicated the follow-up report on Kitchene~'s economic development strategy symposium is expected this fall.
