SUBJECT: GRAND RIVER ACCESSIBILITY ADVISORY COMMITTEE
WORKPLAN (2011-2012)
RECOMMENDATION:
That the Grand River Accessibility Advisory Committee Work Plan (2011-2012), as
attached to Community Services Department report CSD-11-127, be approved.
BACKGROUND:
In accordance with the recommendations of the 2008 Advisory Committee Review, the Grand
River Accessibility Advisory Committee, with the assistance of staff, has developed a work plan
for the 2011-2012 term. At the January and May 2011 meetings, members discussed the
actions that they would like to see the Committee accomplish. Staff then developed a draft
Work Plan based on the Committee's identified priorities.
REPORT:
At the June 23, 2011 meeting, the Committee considered the draft Grand River Accessibility
Advisory Committee Work Plan (2011-2012), which described various action items and tasks
under five areas of focus. The areas of focus are:
• Accessible Built Environment
• Municipal Accessibility Planning
• Accessible Transportation
• Accessibility for Ontarians with Disabilities Act (AODA) Standards
• Creating a More Accessible Community
Several action items and tasks have been developed under each priority and will continue to be
added to or revised, as required.

The Grand River Accessibility Advisory Committee is a provincially legislated committee. The
Ontarians with Disabilities Act, 2001 (ODA) requires that municipalities with 10,000 or more
residents have an accessibility advisory committee. The ODA also requires that Municipalities
consult with people with disabilities on a number of issues, including site plan review and
accessibility planning. Historically, GRAAC has been consulted by staff on a variety of issues
including the Official Plan, the Multi-Use Pathways and Trails Master Plan, snow clearance,
special events and the Transportation Master Plan. This is a role the Committee wishes to
maintain. As such, it is essential to build some flexibility into the GRAAC work plan so new
initiatives and trends can be addressed as they come forward.
The draft Work Plan has been attached to the report as Appendix `A' and the Grand River
Accessibility Advisory Committee is requesting Council's endorsement of the recommendation
outlined herein.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
The creation of a workplan for the Grand River Accessibility Advisory Committee aligns with the
Strategic Plan in the areas of:
• Quality of Life -The Grand River Accessibility Advisory Committee advises the City of
Kitchener in the creation of opportunities for citizens with a disability to participate, feel
welcome and included in the community. The workplan helps to prioritize, guide and
focus the action items and tasks of the Committee.
• Leadership and Community Engagement -The Grand River Accessibility Advisory
Committee provides leadership and advice to the City of Kitchener in the identification,
prevention and removal of barriers persons with disabilities to support their participation
in being active and engaged in decision-making with the municipality. The workplan
outlines the action items and tasks of the Committee that help to achieve those goals.
FINANCIAL IMPLICATIONS:
Any costs associated with the work of the committee can be realized within current operating
budgets.
COMMUNITY ENGAGEMENT:
The Grand River Accessibility Advisory Committee is a joint Committee for the Cities of
Kitchener and Waterloo, the Region of Waterloo and the Townships of Woolwich, Wellesley and
North Dumfries. As such, the Committee is comprised of residents from across the Region.
Because of the joint nature of the Committee, the Grand River Accessibility Advisory Committee
maintains an independent website. Information about the Committee including agenda and
minutes are posted on this site and are available to the public. Meetings of the Committee are
open to the public.
