BACKGROUND: Transportation Planning has received a request to review the existing on-street parking regulations on Britton Place in the area of the cul-de-sac. The request cited concerns regarding vehicles parked along the inner circle for extended periods of time as well as during "snow events". The suggestion we received was to implement a "No Parking Anytime" regulation on the inner circle of the cul-de-sac. REPORT: At the present time, on-street parking is permitted on both sides of Britton Place including the inner circle of the cul-de-sac (see attached diagram) for a maximum period of three (3) consecutive hours, as outlined in the City of Kitchener Uniform Traffic By-law No. 2007-138. Transportation Planning has reviewed this issue and received comments from the City of Kitchener Fire Department and City of Kitchener Operations staff and concluded that parked vehicles along the outer circle of the cul-de-sac negatively impact emergency access to residents and obstruct snow removal efforts created by a narrowed roadway width. As a result of the comments received from the City of Kitchener Fire Department and City of Kitchener Operations staff, Transportation Planning is recommending that parking be prohibited at anytime around the outer circle of Britton Place to ensure safer access to residential i-i 1 Staff Re ort p I~t`r~.~-~~,i~iER ~nfrastrurture Servrces Department www.kitthenerta properties by emergency vehicles and provide better access for the City's Operation staff during snow events. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: This initiative falls under the Community Priority of Quality of Life. "Work with partners, including all orders of government, to create a culture of safety in our community." By working with the neighbourhood, on-street parking concerns have been addressed. FINANCIAL IMPLICATIONS: The approximate cost for sign removals for the roadway is $350 and will be taken from the existing sign maintenance budget. COMMUNICATIONS: In March 2011, affected residents along Britton Place were notified of the proposed parking changes. Their comments are incorporated in this report.
