SUBJECT: ON-STREET PARKING REGULATIONS - RIVERBEND
DRIVE
RECOMMENDATIONS:
That parking be prohibited at anytime on the south side of Riverbend Drive between
Lancaster Street to a point 350 metres west of Guelph Street; and further,
That the Uniform Traffic By-law be amended accordingly.
BACKGROUND:
Transportation Planning has received a request to review the existing on-street parking
regulations on Riverbend Drive. The request cited concerns regarding vehicles parked along
Riverbend Drive, creating sight line obstructions with vehicles entering/exiting driveways, as well
as negatively impacting safe two-way traffic flow and suggested implementing a "No Parking
Anytime" regulation.
REPORT:
Currently, on-street parking is permitted on both sides of Riverbend Drive for a maximum period
of three (3) consecutive hours, as outlined in the City of Kitchener Uniform Traffic By-law No.
2007-138. Also, there is a "No Parking Anytime" regulation in place on both sides of Riverbend
Drive from Shirley Avenue to a point 350 metres west of Guelph Street.
A three year collision history review (January 1, 2008 to December 31,2010) was completed for
Riverbend Drive between Lancaster Street to a point 350 metres west of Guelph Street. There
were a total of six (6) reported collisions. Of which, four (4) collisions occurred during poor road
surface conditions (ice & snow), four (4) collisions occurred in daylight conditions and five (5)
collisions resulted in property damage.
After further review and comments provided by some businesses, Transportation Planning
recognizes the demand for on-street parking. To compromise and allow on-street parking and

maintain safe operations, Transportation Planning is proposing to prohibit parking at anytime on
the south side of Riverbend Drive between Lancaster Road West to a point 350 metres west of
Guelph Street to improve visibility ensuring safe access to and from office developments, as
well as to improve safe conditions for two-way traffic. The north side of Riverbend Drive will
remain as is with on-street parking, limited to three (3) consecutive hours.
Transportation Planning notified the affected businesses in February 2011 of the proposal to
prohibit on-street parking on south side of Riverbend Drive between Lancaster Street to a point
350 metres west of Guelph Street and received one comment.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
This initiative falls under the Community Priority of Quality of Life. "Work with partners, including
all orders of government, to create a culture of safety in our community." By working with the
neighbourhood, on-street parking concerns have been addressed.
FINANCIAL IMPLICATIONS:
The approximate cost for sign installations for the roadway is $3,000 and will be taken from the
existing sign maintenance budget.
COMMUNICATIONS:
Businesses along Riverbend Drive between Lancaster Street to a point 350 metres west of
Guelph Street were notified of the proposed parking changes. Any comments have been
incorporated into the report.
